  • Building Resilience in Ethiopia (BRE) Project

  • BRE is a new programme, which will support ‘the Government of Ethiopia (GoE) in leading and delivering an effective, more self-financed and accountable responses to climate and humanitarian shocks’.

  • It is funded by UKAID and USAID for about three and half years (2019-2022).

  • The project will deliver high-quality technical assistances to the GoE organized under four workstreams: Health, Disaster Risk Management, Scalable Safety Net and Shock Financing.

    Scalable Safety Net Workstream

  • One of the workstreams of BRE focuses on supporting the GoE to develop a Scalable Safety Net (SSN) system in which the GoE’s Productive Safety Net Programme (PSNP) and various humanitarian food assistance (HFA) projects work together “as one” effective system.

    In the short term, the SSN workstream aims to

  • provide a greater understanding of current practices in both PSNP and humanitarian food assistance (HFA) that will inform future actions to be implemented through the BRE project,

  • improve the existing safety net system with regard to its connection to existing humanitarian operations.

  • The Role of the Federal SSN Technical Advisor (FSSNTA)

  • This term of reference is about the description of the roles and responsibilities of FSSNTA.

  • The main role of this post holder is to provide technical support to Food Security Coordination Directorate (FSCD) under the Federal Ministry of Agriculture in the course of creation and institutionalization of the SSN system by closely working with NDRMC, other government agencies at regional level, and humanitarian and development partners of the GoE.

  • The FSSNTA will play a catalytic role in creating multidimensional linkages with FSCD, Regional Agencies, Federal Agencies and BRE in the creation and institutionalization of an SSN.

  • Together with SSN Manager and Regional Technical Advisors, the FSSNTA is responsible for the coordination of initiatives that build the capacity of federal level, regions and woredas on the SSN as per the plans from FSCD, Regional agencies and BRE.

  • The FSSNTA is responsible for establishing and maintaining excellent working relations with FSCD and BRE with government partners; networking with stakeholders; channelling and sequencing the technical assistance in the most appropriate and effective way.

  • Together with SSN Manager, seated at FSCD, the FSSNTA provides technical oversight as well as quality control to BRE technical advisors at regional level.

    Responsibilities

  • The FSSNTA will provide technical support to the FSCD (based on demand) and the work plan of BRE.

  • S/he will closely work with BRE team members based in Addis Ababa and at Regional level.

    S/he will perform tasks and will undertake responsibilities as follows:

  • Establish and maintain excellent working relations between FSCD and BRE by ensuring BRE’s technical assistance meets needs of FSCD and other relevant agencies

  • Keep abreast of SSN sector developments at Federal and regional levels, and network extensively with other humanitarian and development stakeholders,
    including UN agencies, donors, and local and international NGOs.

  • Proactively participate in the preparation of SSN implementation plans by representing BRE in FSCD.

  • Participate or lead the preparation of capacity building plans for the institutionalization and implementation SSN at different levels.

  • Communicate with SSN Manager and develop multi-year and annual technical assistance plans, with their resource requirements, according to the overall and related objectives of BRE and capacity building plan from FSCD and regions.

  • Undertake regular (bi-annually) visits to regions and woredas together with other Federal and regions staff, SSN manager, and RTAs to monitor the implementation of BRE and others technical supports in the implementation of SSN. Based on this produce performance reports showing strengths and limitations of SSN implementations. (This can also support external technical assistants to be recruited by BRE)

  • Support regional RTAs

  • Play a proactive role in the development of appropriate strategies, approaches and metrics in the implementation SSN

  • Organize and contribute in capacity building trainings & familiarization workshops related to SSN, DRM and resilience building innovations based on gap assessment.

  • Support monitoring, evaluation and learning (MEL), working with specialist MEL colleagues

  • Produce and submit clear and precise regular and synoptic reports (as needed) based on BRE internal standards and donor requirements

  • Actively participate and contribute in joint review and implementation support missions, including task force meetings as required.

  • Any other task and responsibility assigned to her/him, at the request of the SSN Manager or FSCD.

    Qualifications

  • A minimum of master’s degree in DRM, food security, agriculture, environmental science, NRM or in related discipline,

  • Over 10 years’ work experience in disaster management, food security and M&E of which at least 5 years should be in senior advisory or mandatory 3 consecutive years as senior expert roles,

  • Experience of working in (or closely with) government, as well as working with or for international organizations engaged in humanitarian (PSNP & HFA) or development practice,

  • Excellent inter-personal and communication skills with an understanding of local and international working cultures,

  • A team-player, capable of seeing the ‘bigger picture’, and working strategically towards programme-wide objectives,

  • Ability to capitalise on past experience and information available within the organisation,

  • Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself,

  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work,

  • Written and spoken fluency in English and Amharic (additional language will have value)

  • Knowledge and experience of a range of capacity-building techniques and practices,

  • Able to support the development of plans and budgets, to track progress and make necessary adjustments,

  • Strong computer skills e.g. MS Office applications,

  • Willingness to conduct field visits in remote areas as needed

  • This role is being offered as a fixed term contract for 12 months initially, with possible extension.

  • The expected start date is September 1, 2020
