Oxfam Project Handover Training for State and Lga Extension Workers in Adamawa and Kebbi States Jobs in Nigeria


Objectives

  • The purpose of this training programme is to improve the capacities of government extension workforce, in collaboration with rural farmers, on the management of rural agricultural and agribusiness development systems already created by the PROACT project.

    Specific objectives are to:

  • Deliver appropriate exit strategy and pluralistic agricultural extension project management skills to government extension workers and farmers in Adamawa and Kebbi States;

  • Link State and LGA extension workers as well selected farmer leaders to national extension support systems for ongoing collaboration and synergy;

  • Reinvigorate research-extension-farmers-inputs-linkage system (REFILS) by creating sustainable approach for continuous engagement of actors in the agricultural extension value chain;

  • Create efficient information sharing platforms that will reduce information asymmetry for farmers in the areas of improved practices, market information, weather/climate information, financial supports, agricultural insurance, early warning, and other useful value chain interventions.

    Methodology

  • The training programme will be a 3-day Intensive Workshop to be led by a suitably qualified training management firm or individuals with proven requisite expertise and faculties to deliver tailored capacity building programme on the subject matter.

    The following methodologies are expected to be adopted by the consultant:

  • PowerPoint presentations on carefully developed course modules responding to the objectives of this terms of reference. Please note that the consultancy firm will provide sample of the modules as part of its technical bid for this service.

  • Field Training Workshop (FTW) and sound pedagogical methods using appropriate audio-visual materials for facilitation.

  • Coaching and mentoring techniques adequate to deliver practical training and problem-solving skills to farmers and extension practitioners.

  • Group works and group projects that will be facilitated for adoption by the trainees, this will include implementation plans and monitoring systems.

  • Development and use of case studies to model desired change in the delivery of agricultural extension services by extension workers and smallholder farmers to rural communities.

  • Peer learning and peer review approach among participants to spur healthy competition and co-creation of ideas.

  • Practical demonstration and field visits (where applicable).

  • Pre and post-training knowledge assessment using skillset-objective matching indicators.

    Scope of the Consultancy

    The service will be delivered at locations in Adamawa and Kebbi States, and the scope include:**

  • Delivery of a comprehensive training programme that meet the objectives outlined in this Terms of Reference.

  • Recruitment, deployment, and management of qualified resource persons and facilitators for the training programme.

  • Networking with reputable farmers information centres for linkage of smallholders and rural extension workers to such networks. Example of such facility is NAERLS Farmers Information Centre.

  • Facilitation of participatory development of extension outreach models that will promote REFILS. The outreach model should be created to align with agricultural production calendars and timetables of dissemination of new technologies by relevant research institutions.

  • Linkage of extension workers and farmers with agencies of governments and multilateral institutions with mandates to advance agriculture and rural development. Example of such agencies include NAERLS, NiMET, ICRISAT, IITA, NCRI, LCRI etc.

  • Organize field visits and arranging for practical demonstration facilities.

  • Provision of workshop and resource materials for participants’ references.

  • Facilitation of participatory development of implementation and monitoring plans for continuous operationalization of research-extension-farmers linkage that can be replicated in other States.

    Participants

  • A total of 30 participants in Adamawa State and 25 participants in Kebbi State will be expected at the training which will be held at suitable venues to be arranged by Oxfam and Partners in Adamawa and Kebbi States.

    Qualifications of the Consultant

    We are looking for an individual or firm with the following qualifications:

  • Proven experience in delivering similar training package to related participants with sponsorship from international donors and development organizations;

  • Faculty with technically competent personnel of demonstrable capacities for training programmes of this nature;

  • The
    faculty team lead must possess a postgraduate degree in Agricultural Economics, Agricultural Extension & Rural Development, Development Studies or related fields., with a minimum of ten years’ experience;

  • Strong and documented experience in conducting participatory training programme involving smallholder farmers and middle to senior-level personnel of Agricultural Development Programme (ADP) within Nigeria;

  • Ability to interact with host governments, partners and/or others as requested by Oxfam towards fostering sustainability.

  • Strong organizational, analytical and reporting skills, presentation skills, attention to detail, ability to meet deadlines, and proficiency in Microsoft Office and qualitative data analysis software/tools.

  • Similar experience delivering training programmes in locations similar to Adamawa and Kebbi States with sufficient use of Hausa language;

  • Strong linkage to or association with one or more of the institutions/agencies listed in this ToR will be added advantage.

    Project Management

  • All documents, project designs, data and information shall be treated as confidential and shall not, without the written approval of Oxfam, be made available to any third party. The utilization of the reports is solely at the decision and discretion of Oxfam while all the documents containing both raw data/materials provided by Oxfam and final report, both soft and hard copies are to be returned to Oxfam upon completion of the assignment. All documentation and reports written because of this assignment or otherwise related to it, shall remain the property of Oxfam. No part of the report shall be reproduced or published except with the prior, expressed, and specific written permission of Oxfam.

  • The scope of this consultancy includes all logistical arrangements necessary for the Consultant and her/his team to deliver the outlined works and should therefore reflect in the financial proposal for this consultancy.

    Application Process and Requirements

    Proposed methodology should include:**

  • Expression of Interest letter.

    A detailed technical proposal clearly demonstrating a thorough understanding of this ToR and including but not limited to the following:

  • Consultant/Company Profile and legal documentation

  • Description of the Methodology and approach to be used for this training.

  • Demonstrated previous experience in similar assignments and qualifications outlined in this ToR.

  • Proposed training agenda and workplan from commencement to final report submission.

  • Team composition and level of effort of each proposed team member (include CVs of each team member).

  • A financial proposal with a detailed breakdown of costs for the study quoted in Nigerian Naira. **

  • Consultants must be able to demonstrate their tax compliance status at the time of bidding for this assignment as Oxfam will only engage with tax compliant individuals/firms.

  • The Proposal that complies with all of the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected.
