Rationale As the project prepares for its exit by April 2021, it therefore becomes very much important to support communities with hands-on skills on monitoring project and programs within their communities using different complementary approaches/methods that helps drives social accountability and transparency for the delivery of improve services to the people. The project is interested in building not just active citizens but informed citizens who have the capacity and capability to hold government to account across and during the 4 stages of the budget cycle.
The PROACT project seeks to ensure social protection and early warning systems are established for advancing the quality of lives and improve livelihood of rural communities, thereby empowering citizens to engage and demand for sustainable livelihood programs and social services for the betterment of their people. In this regards, there is a reduction in smallholder rural farmers exposure to shocks, hunger and poverty.
Assignment Objectives and Scope.
The main objective of this assignment is to build the capacity of selected CDP champions on relevant budget monitoring and social audit skills, thereby setting up Community based monitors across the 7 focal LGAs in Adamawa and Kebbi.
The scope of this assignment is target to identify and ensure wide spread coverage of CBMs across the 84 wards in the project 7 LGAs.
Other objectives includes;
Support the project team with hands-on skill to facilitate further step down of the capacity building exercise in replication Local governments
Develop a well detail training materials to facilitate step-down and subsequent engagements with other livelihood project.
Support communities to identifying and understanding how to use and leverage on various social audit platforms.
Expectations
The service provider would facilitate the grassroot training and field practices of budget monitoring, as well as social audit, in close collaboration with the project team and the supporting Tracka.ng team. All training should however, be delivered based on the local context, using local languages and tools to ensure better understanding all concepts.
The facilitator would lead in the participatory identification, compilation and listing of all “Community/Ward based monitors” as a key outputs from the training. Additionally establish platforms for subsequent mentoring and information sharing with the CBMs/WBMs.
The CBMs/WBMs must consist of already established local governance structures within the communities, such as the Facility based management committee, School based management committees, Village savings and loans association/federation, Community Management Committee, Local government sustainability committee, Women and youth groups, Village development committee and/or Ward development committee. Although some individuals belong to some or one of these groups, this should only add value to their membership and capability to carry on with budget monitoring activities.
The Consultant within a 30days period of this assignment, would work closely with the PROACT Program lead and Partner leads in Adamawa and Kebbi State.
Assignment Deliverables
Training modules in form of slide presentations and templates, including pre & and post-test questionnaires
Detail list of identified CBMs per LGAs
Comprehensive report of Kebbi and Adamawa training
and field exercises of not more than 10 pages.
Important Action Pictures and other relevant files.
Expected profile and requirements of the Consultant
The capacity building on budget monitoring and social audit will be facilitated by an independent skilled service provider/consultant(s) with desired experience on local governance system, budget monitoring and community social audit of public services.
Required Expertise:
First degree and/or Advanced degree/MSc degree in Development Studies, Policy and strategic studies, Local Government administrative systems, Community development Public policy management and other related fields.
Proven experience and hand-on skills in conducting similar capacity building on budget monitoring at the Federal, State and Local level within Nigeria, specifically in Northern Nigeria.
Good understanding of community governance structures on social service delivery and local government administrations.
A demonstrated track record of carrying out similar type of training services for an International non-governmental organization.
Ability to interact with relevant stakeholders and provide strategic recommendations to the team.
Excellent interpersonal and communication skills including ability to facilitate and work in a multidisciplinary team.
Strong descriptive analytical skills and ability to clearly synthesize and present findings.
Ability to interact with host government, partners and/or others as requested by Oxfam
Strong organizational, analytical and reporting skills, presentation skills, attention to detail, ability to meet deadlines, and proficiency in Microsoft Office packages.
Ability to relate and communicate in local language (Hausa) is an added advantage.
Proposed methodology should demonstrate;
Clear understanding of the ToR (Training methodology);
Submit a one-page expression of interest, technical and financial proposal, specifying training plans, modules outlines and methodologies;
30 days detail start to finish workplan covering both States
CV(s) of consultant who will lead the training sessions, including full name, physical addresses, telephone number(s);
References of two or three previous clients;
Evidence of previous similar assignments successfully undertaken;
Proposed budget indicating clearly consultant’s fees and all logistical costs in local currency (NGN). Please NOTE that all logistical needs for this assignment will be borne by the Consultant and should be included in the financial proposal.
