Job Summary
The Programme Partnership Coordinator will hold the direct relationship with partners, lead on partner contracting, monitor programme delivery (budgets and outcomes), convene and facilitate networks and provide a primary interface between the organisation and its partners.
Responsibilities
Programme Development and Delivery
Monitor the Oxfam’s programme for cost effectiveness, efficiency and compliance with organisational standards of management and accountability
Ensure that cross-cutting themes of gender are central to all projects and that the programme provides support to poor and vulnerable women
In consultation with the Programme Manager and identify opportunities for programmes that have high impact and respective partnership modality
Make sure that women’s rights are embedded in partners project designs and are maintained as central to their programme approach
Working with Partners
Establish, maintain and expand partnerships and alliances with various strategic partners from development organizations, government, political parties, parliament and civil society organisations to ensure active participation and promotion of active citizenship approach
Supervise and assess work in progress to ensure compliance and delivery of high quality results and achievements of overall Programme objectives. This will include financial monitoring, support partners in problem solving, and identifying and utilization of lessons learned and best practices to ensure consistently improved Programming
Contract management
Support partners in interpretation of contractual terms in terms of the results or outcomes expected and the resources allocated
Support partners in understanding programme guidelines and timelines set in implementation of activities and utilization of resources through approved work-plans and budgets
Ensure partners are compliant with Oxfam policies and contracts requirements in implementing their programmatic activities
Monitoring and Reporting
Undertake partner monitoring meetings and regular visits; ensure partner reports are received on time and in line with donor requirements
Support the Programme Team in preparing internal and external reports, ensuring compliance with donor and affiliate requirements
Work with the Programme Quality Team in organising programme and financial reviews for partners
Identify and coordinate with other stakeholders at local level and use the space in these coordination meetings/ sector specific working group to advocate for issues that have implications for the Oxfam Uganda strategic areas of intervention
Mainstreaming
In consultation with the Programme quality team, support partners to develop and implement gender-sensitive indicators and budgets
Support HIV&AIDS and Gender mainstreaming by ensuring that partners’ approaches to programming demonstrate integration of cross-cutting issues
Qualifications
Relevant work experience in programme management preferably in an NGO or INGO
Good knowledge and experience in Programme and Partnership Relations Management Adequate knowledge of Oxfam programme standards
Commitment to promoting women leadership by understanding and addressing challenges that constrain women from becoming leaders at project and programme levels.
Minimum Bachelor’s Degree in Economics, Social Work & Social Administration, International Relations, Political Science or any other relevant field.

Oxfam NGO Programme Country Director Jobs in Uganda
The Role
The position is accountable to the Oxfam Regional Director for Horn, Eastern and Central Africa (HECA) for the delivery, effective management (which includes budgets and planning), monitoring and evaluation, and learning from the program.
Qualifications
Master’s degree in a relevant field
Proven track record of applying new technologies to programming or make use of existing technologies to innovatively influence program design and delivery
Proven track record in influencing and advocacy work at both grassroots as well as high international levels
Significant senior leadership and management experience in the development and delivery of high quality program, influencing and humanitarian strategy, with and through partners or directly, in one or more challenging locations
Demonstrated experience in mobilising resources
Committed to a rights-based approach including an active commitment to putting women’s rights at heart of all we do as well as the rights of other marginalised people in all aspects of the organisation’s work
Experience in leading and motivating multi-disciplinary teams, operating in geographically remote locations
A high degree of self-awareness and an understanding of how to drive and support excellent team performance and individual development in line Oxfam’s values and policies
Experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines and geographical areas
Proven track record of success in representing an organisation with partners, government agencies, private sector organisations, media and donors at senior level, national and globally
Knowledge and understanding of how institutions such as IGAD, Great Lakes Initiative, EAC etc. work and how these impact on Oxfam’s work in Uganda
NGO Sector experience in Uganda and in the Region (HECA) is an asset
Fluent in English

Oxfam NGO Programme Program Quality and Learning Coordinator Jobs in Uganda
Responsibilities
Work closely with the Head of Program and provide leadership, guidance and support to program learning and quality in Uganda. The PQ & L Coordinator leads in the roll out of Oxfam’s program quality frameworks such as CAMSA
Work with the Thematic Managers and Cross-Cutting Program Leads, ensure quality, coherence and impact of the Uganda program through monitoring and evaluation (plays an advisory and oversight role) of the impact of the various components of the program
Critically analyse program strategies and approaches and facilitate appropriate changes to ensure program outcomes are sustainable
Support program teams make complex technical information accessible and usable by non-specialist within/out the defined program area
Support teams in improving what we do and how we achieve our outcome, and impacts
Maintain linkages with regional and global program development, quality and monitoring initiatives
Support development of program strategy that demonstrates wider impact for the benefit of the program target group
Work closely with the program leadership to ensure that programs are well integrated – using a One-Program Approach as the ideal model
Ensure practical program work plans are drawn up and monitored effectively
Work with program staff, to develop their understanding of the underlying conceptual thinking of developing program plans and activities within the Rights-Based and One Program approach
Qualifications
A minimum Bachelor’s Degree in International Affairs/ Public Policy/ Government with focus on conflict and security/ humanitarian affairs/ governance/ risk management.
Strong knowledge and understanding of gender, poverty and development issues in Uganda
Strong operational management ability with a clear focus on results delivery; competent to work with significant levels of autonomy, showing creativity and initiative and ability to prioritise strategically; strong technical competence in research, learning and monitoring and evaluation methods theory and practice
Good critical grasp of latest sector thinking, codes, standards and practice
Understanding of a broad range of program quality issues and the practical issues faced by program managers in demonstrating impact
Strong conceptual, analytical and critical thinking
Ability to lead and motivate others, strong self-awareness and interpersonal and communications skills
Strong influencing skills, demonstrable ability to contribute to teams
