Job Description
BackgroundOxfam Ethiopia is part of the global family of Oxfam International; operating in the country since 1974.
It has been implementing development and humanitarian programs in various parts of the country to address the immediate and strategic needs of people living in poverty.
The current country strategy (2015 – 2020) envisages “an Ethiopia free of poverty; where empowered women and other citizens influence and benefit from pro-poor and gender sensitive systemic changes that reduce their poverty and vulnerability and; an increase their socio-economic wellbeing”.
In 2016-17, the organization consolidated its efforts to meet the needs of the most vulnerable and has reached more than 1.2 million people across Ethiopia with life-saving humanitarian assistance and longer-term resilience, livelihoods, and gender-based programmes.
Oxfam currently implements programmes directly and through partners across eight regions and one city administration including Amhara, Oromia, Tigray, Somali, Afar, Dire Dawa, Southern Nations, Nationalities, and Peoples Region (SNNPR) and Gambella.
Job Purpose
To manage all aspects of ‘Her Future Her Choice’ sexual and reproductive health rights project planning and implementation, Monitoring and Evaluation, budget management in liaison with partners and Oxfam internal staff.
Her Future Her choice project is funded by the Global Affairs of Canada (GAC) and managed by Oxfam Canada. The project will be implemented in a consortium of organizations including Pathfinder International in Ethiopia and Women Support Association (WSA) targeting Amhara region, Waghimra Zone of Sekota town and Sekota Zuria Woreda.
Key Responsibilities
Support the development, implementation, and management of the project, and the mainstreaming of gender and women’s rights in the other programs.
Programme Development, Management, and Implementation
The Project Coordinator will provide technical and administrative leadership on the HFHC Youth SRH and rights programme designing, planning and implementation.
Coordinate HFHC partners’ participation in the project management and implementation
Coordinate with internal and external advisors and staff for required input in the partners' project delivery
Relationship and team building with the different government and non-government partners related to HFHC and other gender-related issues in the Gender programme.
Work closely with multi-country teams on the project’s management and collaboration issues.
Partnership Management
Strategically support partners in the development of their HFHC working modalities.
Closely work with the grant-receiving NGO partners to mutually agree on detailed operational plans, budgets, indicators as well as monitoring, evaluation and learning framework in line with project multi-country expectations
Identify any emerging opportunities for wider partnerships in the Girls and Youth SRH issues and gender thematic area
Work with other thematic areas to identify the capacity building and training needs of NGO partners and take initiatives to get them addressed.
Provide ongoing capacity building support to HFHC partners to enhance quality project implementation
Be proactive in linking organizational development advisors to partners and vice versa in supporting partners programme implementation.
Address major gaps or concerns raised by the partner organizations
Able to work with a diversity of multi-country staff in the HFHC project including international staff.
Work Programming, Programme Quality, and Learning:
Undertake regular, mutually agreed and Oxfam only initiated review
visits to HFHC project implementing partners, and provide guidance on enhancing the quality of the project
Make regular review visits to partner organizations and project implementation sites to review the progress of work and provide strategic inputs and to help to ensure that project obligations for annual and monthly planning and reporting are properly met.
Provide regular updates to the gender program and the donor on the HFHC project’s internal and external environment affecting the project
Work with implementing partners to develop the use of SRH related training and other relevant methodologies to enhance the project work.
Work with Monitoring, Evaluation and Learning focal person to ensure that the MEL Framework is effectively adopted by the HFHC partners.
Job Requirements
Technical skills, experience, and knowledge
Essential
A Master’s Degree in public health, nursing, development studies, sociology, or related areas with experience working on Youth SRH issues.
5+ years of experience in development work, preferably on sexual and reproductive health rights, family planning, HIV/AIDS, and gender programs
Project management skills and drive to achieve results, to ensure timely delivery of activities
Strong communicator that is confident in challenging environments
Demonstrable ability to lead and support others at various level- local and international
Knowledge and experience of working with partners and multi-country teams
Experience managing a consortium project
Belief in Oxfam’s value and mission to overcome poverty and suffering
Team player with the ability to work across teams
Desirable
Assertive with good judgment over issues
Good communication and interpersonal skills
Excellent verbal and writing proficiency in English and Amharic
Flexibility in terms of travel and working hours
Proven ability to work independently whilst knowing when to refer for advice
Previous work experience with Oxfam or similar INGO working in Ethiopia is considered as an advantage
Adaptability and be a flexible person
