Oxfam is a global movement of people working together to end the injustice of poverty.
Working closely with the EA Node Africa, OI Compliance team, OGB Counter Fraud Team and Internal Auditors, the Country Compliance team works to ensure compliance in all the country programme and operations, prevent any associated risks and enhance the team understanding with Oxfam’s polices, donor regulations and country laws and support the country leadership in drawing the necessary actions in addressing any gaps and findings.
Job Purpose
The Compliance Manager plays a key role in strengthening management systems and reducing financial risks in both operational and partner-led programmes.
The role has a main goal to support the country programme to compile to internal and relevant external policies, risk mitigation and procedures.
Responsibilities
Funding
Control applications of donor rules in project/programme activities.
Assess risk & compliance to the Executing Affiliate (EA) business rules in donor contract management.
Random checking of use of Funding System and compliance on the EA Contract Management procedures.
Finance
Verify application of ID financial procedures and flag issues and irregularities if appears.
Participate to staff training on financial procedures.
Organise spot checks on accounting process and quality of financial data.
Identify risks and advise line managers on solutions.
Assess use of accounting systems and make recommendations.
Logistic
Verify application of ID Logistic Procedures and flag issues and irregularities.
Participate to staff training on logistic procedures.
Interpret logistic procedures for a better understanding by all staff
Organise spot checks on logistic activities such as procurement, fleet, warehouse, assets management and flag irregularities or risks to appropriate management line and advise on solutions
Assess use of logistic systems such as HELIOS and make recommendations
Review documents (filling system, archiving and quality of the documents)
HR
Verify application of HR policies and Procedures and flag issues and irregularities
Organise spot checks on HR activities such as recruitments, medical, benefits, payroll, Health and Safety, documentations and flag irregularities and recommended solutions.
Identify risks and advise on solutions.
Assess use of HR systems such as GOLD and make recommendations if issues arise.
Administration
Verify quality of admin support, identify irregularities and weakness and recommend solutions
Assess documentations and filling
systems
Tests compliance to legality (taxes, labour law, immigrations, etc…)
Spot checks administration activities such as travel visa, office and residences rents, etc.
Job Requirements
Accreditation as an auditor, accountant, or legal council or substantial relevant professional experience; A CPA, CIA, ACCA, CFE certification is advantageous.
Relevant experience of 7-10 years for BA / Degree holders (i.e. Audits, donor’s contracts management, systems management), preferably in an international NGO, out of which 2 years should be supervisory/managerial experience.
Good understanding of information systems and information technology with a sound knowledge of their development and capabilities
Good knowledge of major donor requirements such as DFID, OFDA, ECHO, EU, WFP and UNICEF
Leadership experience of compliance across all business functional areas including regulatory compliance;
Experience of reviewing compliance and leading on successful improvement plans;
Good knowledge of the Ethiopian labour, tax and immigration laws
Strong knowledge of office management and ways of working
Strong commitment to Oxfam’s purpose, a broad understanding of the work culture in the “development” sector and its impact on key areas of responsibility and a commitment to humanitarian principles and action
Understanding of risk management
Effective verbal and written communication skills, including high-level interpersonal and influence skills; fluency in written and spoken English and Amharic
Proven analytical skills and the use of these to problem solve and make firm decisions and systematic in approach with good attention to detail, with strong commitment to achieve results
Experience on training to improve operations’ implementation and persistence to achieve change in a challenging environment and stressful situations
Ability to undertake regular travel around the country (50%) within short notice
Ability to work independently with less supervision from line manager
High degree of integrity and honesty
Understanding of gender and diversity considerations within key areas of responsibility and commitment to addressing inequalities in the workplace and the programme
