Responsibilities
Vision and Strategy:
Lead the development and effective implementation of the Global HR strategic plan in line with Oxfam’s vision and mission, through this time of transformational change.Drive innovation around HR systems and processes.
Provide Strategic HR Business Partnership for the Oxfam International Management Team (OIMT).
Provide strategic vision and guidance for the Oxfam International Secretariat and ensure that the Secretariat’s leadership and functions operate efficiently and effectively.
Provide support on safeguarding and align Oxfam’s culture with the core values including promoting gender equality and cherishing diversity.
Leadership and Accountability:
Lead on Human Resources for the Confederation including as HR functional lead for the Affiliate HR Directors.
Establish, manage and lead a virtual Global HR team, drawn from staff in affiliates, to provide Global or Shared Service expertise across Reward; Learning and Organizational Development; Talent Management; and Employee Relations.
Take the lead and drive global consistency of practice and approach across all countries and regions, while working with the large Oxfam affiliates,who have their own systems, policies and practice, to harmonize approach to provide Line Managers with the tools and mechanisms to have effective oversight of countries. Establish a proper Organizational Development programme, and a plan for coaching Directors in developing their own operating models with key outcomes and KPIs for their functions.
Lead on culture change and the creation of a diverse, enabling and future-oriented global work environment with increased leadership from the Global South.
Provide significant input as Global HR Lead as a member of the Oxfam International Management Team (OIMT).
Maintain a high-performance organization driven by talented and competent staff who consistently deliver outstanding results.Maintain strong stakeholder relationships and ensure that Oxfam and its work are consistently presented in a strong, positive image to relevant stakeholders.
Organizational Effectiveness:
Oversee confederation-wide integration of key HR systems, policies and processes and co-ordination of best practice HR across
the confederation.
Lead the development of the Global HR Shared Service budgets to support Oxfam International’s operating plans and establish proper internal monitoring and control systems and procedures for the effective implementation of approved budgets.
Oversee the implementation of effective continuous improvement systems and projects to enhance the quality and value of services provided to key stakeholders.
Set up structures to promote a culture that reflects Oxfam’s values, encourages good performance, and rewards productivity.Ensure strong and sustainable competence at all levels of the organization by overseeing the implementation of sound talent management and succession plans.
Job requirements
Education:
Degree or equivalent in Human Resources or similar discipline, plus a relevant professional qualification (post graduate diploma and/or Masters’ degreeor equivalent).
Experience:
A minimum of 15 years HR experience, of which 5 years should comprise of international experience in a HR Director role.
Strong experience with programming countries and regions and preferably with humanitarian work, to understand the complexity of line management of Oxfam International. Track record in building Global HR capability in an organization, and leading staff through the change.
A highly experienced senior HR professional who has developed and led transformational change in business and HR in an international context.
Significant and substantial experience of leading international, and virtual, Human Resources teams.
Evidenced experience and success in implementing Shared Services in international organizations.
Experience in managing strategic and complex projects including learning and organizational development, culture change, recruitment and succession, reward harmonization and employee relations.
Good understanding of budgeting and general financial management.
Key Attributes:
Strategic individual with the ability to engage with key stakeholders to develop a compelling vision, while at the same time a pioneer in setting up operations.
Ability to strengthen and execute the vision with the HR leads across affiliates and the Global HR Shared Service Heads; as well as coordinate and drive it where gets stuck. Agile and engaged, with demonstrated strong and coordinated leadership.
