The Role

Oxfam has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on saving lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy.

Oxfam currently operates via seven area offices nine former states (Upper Nile, Jonglei, Lakes, Eastern Equatoria, Central Equatoria, Western Equatoria and Western Bahr-el-Ghazal, and Northern Bahr el Gazal. It also works in partnership with several national organisations and community groups.

Position: Donor and Compliance Manager

KEY Essential

The Donor Compliance Manager is required to provide specialized financial support in relation to the effective attainment of programme objectives and to work with Area Field Mangers, Project/Programme Managers and the Funding Team in the compilation of timely, quality financial reports for a range of donors.

Financial management and monitoring

a) Provide support to programme staff in the preparation and production of all financial reports for institutional and other donors

b) Travel between Area Field Office sites and review transaction processing, use of funds in line with donor requirements, coding accuracy, budget monitoring, use of accounting systems, etc. and provide on the job training where deviations from procedures/requirements are found.

c) Co-ordinate on the month-end closure procedures and accurate forecasting on a monthly basis

d) Lead in the development of detailed Global budgets for each Area Field sites and development of the recharge plan. Updating the same on a timely basis.

e) Support and engage with budget holders in any discussions with donors requiring financial inputs and /or contract management issues

f) Support in Quarterly and Year end Reporting

Financial Grants Management

g) Support, prepare and review donor financial reports with budget holders as delegated by the country finance manager.

h) Monitor Donor Reporting Schedule to ensure reports are prepared in a timely manner and the relevant budget holders are aware of dates reports are
required

i) Ensure that all completed contracts are reconciled and timely closed in the system by working closely with Funding Unit.

j) Liaison with logs, HR and other support team to ensure donor compliance

k) Participate in budget vs actual meeting with Programmes and Funding teams as required.

l) Responsible for follow up and resolution of audit queries and issues in consultation with the CFM.

Capacity building on finance and compliance

m) Provide training to country finance teams in the preparation of donor financial reports in appropriate formats as required

n) Provide quality checks on all financial report reviewed by the Area Finance Officers to ensure they comply with donor requirements.

o) Build the capacity of managers to ensure that they have knowledge of all donor reporting requirements, when they are preparing budgets.

p) Build the capacity of Area Finance Officers in preparing monthly financial monitoring reports in donor format and currency and discuss the report with budget holders for proactive management of the contracts.

q) Train country programme staff on Anti-bribery and aid diversion.

Others

r) Promote the culture of Oxfam through individual and team level accountability practices and living and practicing desired Oxfam behaviors.

s) Any other duty as may be assigned by the Line Manager or OICD

Technical Skills, Experience & Knowledge

Essential

  • A Qualified Accountant and a Member of a professional Accounting Body with good standing
  • Proven, extensive experience in financial statements preparation
  • Experience and understanding of financial audit methodologies
  • High level of numeracy, accuracy and analytical skills
  • At least 5 years NGO experience preferably in a similar role
  • Experience of working with multi-donor contracts and knowledge/ experience of their reporting requirements

  • Fluent written and spoken English
  • Experience of training and capacity building
  • Attention to detail
  • Ability to work under pressure
  • Ability to work effectively with others across teams, with competing demands and have driven to achieve results within deadlines
  • Strong facilitation and inter-personal and communication skills
  • Ability and willingness to work in a physically and mentally arduous environment, travel extensively to remote and sometimes high security environments, and preparedness to work unsociable hours
  • Commitment to the aims of Oxfam and to learning about the region and its business purpose

    Desirable

  • Knowledge of Oxfam accounting systems and principles
