It is the oldest Constitutional Commission and its mandate has expanded over the years.

The Commission then constituted of a chairman, a deputy chairman and fifteen members all appointed by the President.

The Commission, since then, has handled matters of human resource management in the public service especially the civil service and local authorities.

Constitution of Kenya, 2010 promulgated on 27th August 2010 reconstituted the Commission with a redefined and expanded mandate and a lean membership.

Terms of Service:

Three (3) Years Contract

Basic Salary Scale:

Ksh.118, 290 – Ksh.157,160 p.m. (Job Group ‘R’)

For appointment to this grade, a candidate must have:

Served for a minimum period of three (3) years in the grade of Senior Assistant
Director Dental Services/Dental Specialist l, Job Group ‘Q’

A Bachelor of Dental Surgery(DS) degree or any other equivalent qualification
from a university recognized in Kenya;

A Masters of Dental Surgery degree in any of the following disciplines:- Pediatric
Dentistry, Periodontology, Oral and Maxillofacial Surgery, Prosthodontics,
Dental Biomaterials, Oral Medicine and Oral Pathology, Dental Anesthesia, Forensic Odontology, Restorative Dentistry, Endodontics, Oral Implantology,Orthodontics, Aesthetic Dentistry, Oral and Maxillofacial /Dental Radiology and Community Dentistry or any other equivalent qualification from a university
recognized in Kenya;

A certificate of Registration by the Medical Practitioners and Dentists Board;

A valid practicing license from Medical Practitioners and Dentists Board;

A certificate in Strategic Leadership Development Programme, lasting not less
than six (6) weeks from a recognized institution; and

Demonstrated professional competence and managerial capability as reflected in
work performance and results.

Duties and Responsibilities:

Duties and responsibilities at this level include: -

Interpreting and implementing policies, programmes and guidelines on dental
health matters;

Providing clinical services in any of the following areas of specialty; Pediatric
Dentistry, Periodontology, Maxillofacial Surgery, Prosthodontics, Oral Medicine/Oral Pathology, Orthodontics, Oral and Maxillofacial Radiology, Community & Preventive Dentistry, Biomaterials;

Providing consultancy services in dental health in health facilities;

Identifying areas of research and carrying out research in dental health;

Initiating development of a dental health information system;

Coordinating submission of dental reports; and

Ensuring hospital

units are functioning.
