Job Summary of the Program MangerThe Program Manger is anticipated to be a member of senior management team of the association taking the leadership role on different projects in the association like Adolescent Youth Sexual Reproductive Health (AYSRH), Agriculture, Livelihood and Conservation (ALC), and OUR FUTURES — My Forest, My Livelihood, My Family Project , organizational Effectiveness (institutionalizing gender equity and women empowerment) projects.
The Program Manger will serve as focal point for all grants from David & Lucile Packard Foundation.
Reports to: Deputy Executive Director and Operation Manager.
Role and Responsibilities
Plan and designing the program and proactively monitoring its progress, resolving issues, and initiating appropriate corrective action
Ensure effective program quality and the overall integration of the program with other program of the association.
Ensure the Program/projects deliverables to the appropriate level of quality, on time and within in budget, in accordance with the program plan and/or grant agreement, as well as making adjustments to program design if necessary.
Creating and managing a team with a diverse array of talents and responsibilities.
Work with project team to develop work-plans and follow up with team members regularly to ensure that activities are on track.
Manage communications with all stakeholders regarding the overall Program design, implementation and any changes related to program
Take a leading role in anticipating and managing risks to the program and prepare mitigation plan
Take part in the recruitment of appropriate project staff and conduct regular project staff performance appraisal and evaluation
Prepare timely and high quality program and donor reports on project activities in compliance with internal ODA requirements and any relevant external donor requirements
Provide regular coaching on technical and program management skills to the project staffs at field level
Ensure that project Managers and all field staff understand the technical requirements for implementation of the projects
Ensure that projects are implemented in responsive ways to the communities, partners and beneficiaries in line with ODA’s principles, values and strategic plan and compliant with ODAs procedures
Develop an evaluation methods to assess program strengths and identify
areas for improvement
Take a leading role in developing program funding proposals to guarantee uninterrupted financial support
Organize and lead different regular learning forums for project staffs
Do other activities assigned by Immediate supervisors
Job Requirements
Qualifications, and Experience Required
Post Graduate degree in Development studies, Project Management public health or related social sciences from recognized University with at least 10 years working experience in NGOs on development programs or related projects.
Proven experience on integrated programming /multiple project at a time in complex settings
Experience of, and commitment to, working through systems of community participation and accountability
Familiar of designing and managing major donor projects and understanding of donor compliance
Ability to analyze information, evaluate options and to think and plan strategically
Ability to write clear and well-argued assessment and project reports and communicating to donor
A team player who is able to work collaboratively and with people of diverse backgrounds
Fluency in written and spoken English and local language/Afan oromo
Skills and Attributes Needed
Effective leadership, interpersonal and communication skills
The ability to command respect and to create a sense of community amongst the members of the project teams
Good knowledge of techniques for planning, monitoring and controlling program
Sound business case development and approvals skills
Good understanding of the procurement process including negotiation with third parties
Good knowledge of program and project management methods
Good knowledge of budgeting and resource allocation procedures
Sufficient seniority and credibility to advise project teams on their projects
The ability to find ways of solving or pre-empting problems
Proven stakeholder management skills
Proven experience managing team
Experience using computers for a variety of tasks
Competency in Microsoft applications including Word, Excel, and Outlook
