The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.
Under the article 1.2.a and 1.2.b of the constitutive charter of OEC the Deptt of Systems Enhancement and Endogenous Development is set up to perform the following core functions, to:
Provide Technical support, from a systematic perspective, in order to build balanced and inclusive educational systems
Provide technical support and institutional capacity building in the areas of systemic governance, policy formulation and other key aspects in the area of educational transformation.
Set up and administer OEC Institute for Training
Role Summary
Under the direct supervision of the Chief of Section, Institutional Capacity Building & Policy Support, the Senior Specialist, TVET would be responsible for closely working with the larger SEED team and the members states on the aspects of Strengthening the TVET Educational system and Institutions working closely with the community and civil society to ensure that the 4 pillars of BIE are integrated and adequately reflected across educational system.
Duties:
• Build capacity of member states to review curricula, teaching methods, and learning and teaching materials, assess training needs for vocational and technical teachers and trainers related to TVET.
• Assist member states in evaluating current TVET systems, including skills training, for relevance to social and economic objectives, market demands, effectiveness in meeting training objectives, and efficiency in the use of resources.
• Co-develop and design tools, techniques, and processes for institutions to review their effectiveness in delivering TVET, identifying capacity gaps, challenges, and areas for improvement.
• Provide support to member states in developing a TVET Qualification Framework.
• Work with officials and specialists in member states to develop a roadmap to improve the TVET system to
address the challenge of employability.
• Support member states in developing strategies to harness the power of civil society to change perceptions and prejudices against TVET by investing in programs, campaigns, and initiatives to generate trust and confidence of parents towards TVET.
Competencies:
• Strong, proven experience in the TVET space.
• Demonstrated experience in working with a diverse set of stakeholders in TVET, including businesses, civil society, TVET institutes, and other relevant stakeholders.
• Excellent, proven experience in developing and executing roadmaps to enhance TVET.
• Excellent oral and written communication skills.
• Ability to draw clear, concise, and executable work plans, with strong conceptual thinking skills and the ability to put them into action.
• Ability to operate sensitively and effectively in a multicultural environment and deal with cross-cultural sensitivity.
Qualifications and Experience
At least 5 years of direct work experience in the area of TVET and skill development in a reputed National – International entity/ institute, government
At least 5 years of work experience around supporting improvement in TVET / skill development system including work on perceptions and prejudices around technical and vocational education
At least 5 years of experience in building tools, techniques , process guidelines around the review of TVET system , qualification framework etc.
Master’s degree (or higher) in Technical and Vocational Education from a reputed institute, educational policy or any other related field
Language Requirements
Candidate must at least be fluent in English; additional knowledge of one or more other official languages (French, Arabic, Spanish) will be treated as an asset.
