General BackgroundThe Organisation of Educational Cooperation (OEC) is an international intergovernmental organization, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.
The main functions of the Department of Technological Innovation and Digitalization Enhancement (TIDE) are to:
Develop advanced, open-source, customizable software and digital platforms for Member States that support access to knowledge, the production of learning resources, and more efficient governance;
Building institutional capacities in technology use and development;
Reinforce the digital infrastructure of Member States; and
Support the development of endogenous technologies.
Role Summary
Under the overall authority of the Secretary-General, the guidance of the Under-Secretary-General for TIDE, and the direct supervision of the Chief of Section – Software Research and Development, the Information and Cyber Security Specialist is in charge of monitoring all operations and infrastructures, preventing computer viruses, security lapses, and harmful hacker attacks on computers, networks, information and data.
They are also responsible for testing software and digital platforms developed by the Section for security based on the existing industry standards.
Duties
Monitoring all operations and infrastructures and developed tools, software, animations, etc for data and information security;
Creating and managing digital security strategies for software developed and deployed by the Section of Software Research and Development;
Perform and oversee information security audits and evaluations ;
Assess current technology architecture for vulnerabilities, weaknesses and for possible upgrades or improvement ;
Implement and oversee technological upgrades, improvements and major changes to the information security environment ;
Manage and configure physical security, disaster recovery and data backup systems of platforms developed, deployed and hosted by the TIDE Department;
Oversee and coordinate the development work of consultants and
other experts working on security, audit and testing of software and tools;
Perform other duties as required.

Qualifications
A Bachelor’s Degree (or higher) in Computer Science. Software Engineering, IT security, Cyber security, Cyber audit and testing or other related fields;
Proven Experience in:
Forecasting, detecting and analyzing information security threats
Full cycle of software development “Full stack” with a focus in PHP/Laravel, JavaScript, HTML5, CSS3 & Sass and MySQL;
Designing, developing and testing integration of software components;
Web or App based applications’ security principles;
Object-oriented programming;
Hadoop (or similar) Ecosystem (MapReduce, Yarn, HDFS, Hive, Spark, Presto, Pig, HBase);
Data exploration /data visualization tools like Tableau, Looker, Chartio, etc;
Basics of encryption and cybersecurity.
A minimum of 5 years of relevant professional work experience in software and/or digital platform design, deployment, and maintenance, as well as forecasting, detecting, analyzing and mitigating information security threats and attacks.
Language Requirements
Candidate must at least be fluent in English. Additional knowledge of one or more other official languages (French, Arabic, Spanish) is an asset.
