Org. Setting and ReportingThis position is in the Office of the Special Envoy of The Secretary-General for the Great Lakes in Nairobi.
Nairobi is classified as a "B" hardship duty station and a family duty station. The incumbent reports directly to the Chief of Staff OSESG-GL Nairobi.
In February 2013, 11 nations signed the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the region, in a renewed drive to end the recurring cycles of devastating conflict in eastern DRC which impacts stability and development in the Great Lakes area of Africa.
On 31 January 2014, two more countries, Kenya and Sudan, became signatories of the PSC Framework. The framework aims to help "address the root causes of conflict and put an end to recurring cycles of violence" in eastern DRC and the Great Lakes Region.
In its Resolution 2098 (2013), the Security Council welcomed the signing of the PSC Framework. It called on the Special Envoy, in coordination with the Special Representative for the DRC to "lead, coordinate and assess the implementation of national and regional commitments under the PSC Framework, including through the establishment of benchmarks and appropriate follow-up measures".
The Security Council further encouraged the Special Envoy to "lead a comprehensive political process that includes all relevant stakeholders to address the underlying root causes of the conflict".
ResponsibilitiesWithin the delegated authority, the Political Affairs/Liaison Officer will be responsible for the following duties:
Political Analysis and AdviceIdentify, analyze and monitor the implications of political developments, trends and emerging issues in the region, including activities of national stakeholders, and their impact on joint United Nations programmes in support of the implementation of the Peace, Security and Cooperation Framework (PSCF); and
Assess implications and make recommendations on possible policies, strategies and other measures to address issues of concern to advance mandated objectives.
Reporting and Information Management
Prepare summary and analytical reports including, but not limited to, situation reports, briefing notes, options papers,
code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies; and
Prepare contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio; Manage information to ensure its accessibility and utility.
Selects, classifies and stores in databases information relating to assigned area.
Planning, Coordination and Facilitation
Support the planning, coordination, facilitation and evaluation of the United Nations Regional Strategy and its Action Plan;
Liaise with MONUSCO on the UN transition in the DRC;
Develop and maintain collaborative relationships with Government representatives, Governor Institutions of the PSCF, civil society actors, the broader UN family, academic and research institutions, and other national and international partners on information-sharing, policy and coordination matters;
Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives; Monitor, evaluate and report on mandate implementation; and
Support preparations for official meetings, events, joint retreats and visits by the Special Envoy and the Chief of Staff, by drafting talking points and speeches for
senior officials; Participate in field missions;
Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate;
Supports his/her supervisor in the formulation of the programme of work, budget and medium-term plans of the unit by participating in meetings, and compiling or researching issues related to the mission.
Management/Administration
Support mission planning and budgetary processes.
Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent degree) in political science, international relations, law, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (05) years of progressively responsible experience in political science, international relations, security, conflict resolution or related area is required.
Experience in political analysis and advice is required.
Experience working on peace and security issues in or on the regional context in the Great Lakes region of Africa, is required.
Experience working in a United Nations common system field operation (inclusive of peacekeeping and political missions or similar international organisation is desirable
Experience with policy development and programme management and implementation is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and French, (both oral and written) is required.
