Job DescriptionAn officer at this level will be deployed at the Finance and Accounts Division and will be expected to develop and implement budget and resource mobilization policies, procedures and systems for the Office of Data Protection Commissioner.
The Officer will work under the supervision of Senior Principal Finance Officer.
Terms and Conditions of ServiceBasic Salary: Kshs. 128,684 – 197,676PM
House Allowance: Kshs. 45,000 PM
Commuter Allowance: Kshs. 14,000 PM
Leave Allowance: Kshs. 20,000 PA
Annual Leave: 30 Working days PA
Medical Cover and other allowances As provided by the ODPC
Terms of Service: Permanent and pensionable
Job SpecificationRequirements for AppointmentFor appointment to this grade, an officer must have:
Five (5) years’ experience in a relevant field;
Kenya Certificate of Secondary Education (KCSE) minimum mean grade C+ (Plus) or its equivalent from a recognized institution;
Bachelor’s degree in Commerce (specializing in Finance or Accounts), Economics, Business Administration (specializing in Finance or Accounts) or its equivalent from a recognized and accredited institution;
Master’s degree in Finance, Accounts, Business Administration or equivalent qualification from a recognized and accredited institution will be an added Advantage;
Certified Public Accountant (CPAK) qualification or its equivalent from a recognized institution;
Membership to a relevant and recognized professional body;
Certificate in Management course from a recognized institution will be an added advantage;
Proficiency in computer applications; and
Shown merit and ability as reflected in work performance and results
Duties and Responsibilities
Specific duties and responsibilities at this
level will entail;
Processing budgetary supply matters and control of expenditure commitments for the Office;
Implementing the budget through preparing and processing payments;
Evaluating and scrutinizing expenditure proposals and compile information required in the budgetary processes;
Preparing annual and revised estimates of recurrent and development expenditures;
Issuing receipts against all cash collections;
Maintain books of accounts in line with the regulations;
Carrying out bank and petty cash reconciliation;
Preparing accounting reports and statements;
Record fixed asset acquisition and update fixed assets register in the accounting systems;
Ensure timely accounting of imprest warrants and advances; and
Perform any other duties as may be assigned by the Senior Principal Finance Officer.
