Office of Internal Oversight Services Chief of Section- Investigations Jobs in Kenya; This position is located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in Nairobi.


The incumbent will be required to travel to remote locations, at times for extended periods, to manage and conduct investigations. OIOS is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources and abuse of authority.


The incumbent will report to the Deputy Director of the Investigations Division (ID) of the Regional Office of Internal Oversight Services (OIOS) in Entebbe/Nairobi.

Responsibilities

Within delegated authority, the incumbent will serve as the Chief of Section, Investigations (Digital Forensics) in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS). The incumbent is responsible for all operations related to Digital Forensics in the OIOS/ID region, including the following duties:

• Oversee complex digital forensic investigations in cases of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or violations of the Organization's regulations, rules and administrative instructions, in close cooperation with other investigative units, in accordance with ID/OIOS standard operating procedures and in compliance with organizational regulations and rules.

• Manage the resources and processes related to the identification, collection, recovery, analysis and preservation of electronic evidence in a forensically sound manner.

• Define the parameters and timetable of digital forensic investigations.

• Oversee forensic examinations of digital evidentiary material (mobile phones, laptops, desktops, external hard disks, electronic documents and files, networks and other forms of data storage devices).

• Guide a team of digital forensic investigators in the collection, extraction, preservation, storage and handling of digital evidentiary material.

• Ensure that digital forensic analysis is performed using validated techniques and methods.

• Lead the preparation of detailed forensic analysis reports; ensure thorough documentation of all methods, tools and activities. Ensure that results are accurate, reliable, repeatable, and verifiable. Present findings in an objective, clear and concise manner.

• Oversee the development of standard operating procedures and guidelines for recovery and handling of electronic evidence, digital forensic analysis and forensic reports.

• Ensure that peer reviews of forensic analysis reports are conducted.

• Ensure correct interpretation and proper referencing of forensic analysis results by other investigative units.

• Oversee or conduct regular training in Digital Forensic awareness.

• Provide expert consultations and testimony for tribunals.

• Manage regular testing and maintenance of forensic equipment and tools.

• Maintain proficiency with industry standard tools and practices.

• Leads team members' efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation, and reporting. Ensure that everyone can discover, access, integrate and share the data they need.
• Perform other functional duties as required.

    Education


  • Advanced university degree (Master's degree or equivalent) in digital forensics, computer science, information technology, information security, computer engineering or a related field is required.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Successful completion of programs in data analytics, business analytics or data science programs is desired.

    Work Experience

  • A minimum of ten years of progressively responsible experience in digital forensic investigations is required.

  • Experience in investigation management, together with supervisory functions, is required.

  • Experience with international investigatory work in law enforcement, government, or investigation agency is required.

  • Experience working with an international organization is desirable. Experience working closely with field operations is desirable.

  • Experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.

  • Knowledge of another United Nations official language is desirable.

    Assessment

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
