Org. Setting and Reporting The position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies.
OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This position-specific job opening is being advertised for the position of Senior Humanitarian Affairs Officer and is located in Abyei Administrative Area (AAA), South Sudan/Sudan. The incumbent reports to the Head of Office, OCHA South Sudan (with complementary reporting lines to the Head of Office, OCHA Sudan).
Responsibilities
Within delegated authority, the Senior Humanitarian Affairs Officer will be responsible for the following duties:
• Provides management of the Office, including in strategic planning, preparation of the annual work plan, performance framework and cost plan of the Office, as well as in related monitoring and reporting.
• Provides authoritative technical and policy advice to senior management in OCHA and other agencies in the UN system, Member State officials, international and regional organizations on programmes, projects and issues of significant impact on humanitarian, emergency relief and disaster response/management efforts.
• Develops/ensures implementation of coherent humanitarian/disaster response strategies and procedures.
• Leads, conceptualizes, formulates and manages major projects; leads and directs a multi- agency team in carrying out humanitarian needs assessment, response and other missions.
• Initiates, mobilizes and coordinates international humanitarian/emergency assistance for exceptionally complex situations or major disasters, including through deploying on surge and support missions; ensures necessary support (e.g., staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.
• Manages the production of appeals for international assistance including: inputs into the respective Humanitarian Needs Overviews and Humanitarian Response Plans of South Sudan and Sudan; mobilizes resources from the Central Emergency Response Fund (CERF) for response to emergencies in the Abyei Administrative Area (AAA), as and when appropriate; engages with donors to galvanize funding for humanitarian response in the Abyei Administrative Area; ensures the proper use and spending of donor contributions channeled through OCHA.
• Liaises with non-UN entities, including senior host government officials, representatives of the UN Peace Keeping Mission (the United Nations Interim Security Force for Abyei - UNISFA), representatives of inter-governmental organizations, donor representatives, NGO officials, the media, etc., in emergency situations.
• Works with the Head of Office to establish and oversee the overall work plan and budget for the Office for the Abyei Administrative Area.
• Leads and directs the OCHA Abyei Administrative Area Office; plans and allocates work assignments; coaches, mentors and evaluates staff; participates in recruitment, selection and training of new staff and in the development of training programs.
• Organizes and/or chairs inter-agency/cluster and other meetings, working groups, conferences, task forces on issues related to humanitarian/ emergency/disaster readiness and response; represents the views and policies of the Office in various forums.
• Initiates, supervises and finalizes position papers and related submissions; prepares diverse reports, papers, policy guidelines, parliamentary documents, statements, presentations, etc. for senior management.
• Performs other relevant duties as required.

Education
An advanced university degree (Master's degree or equivalent degree) in political science, social science, public administration, international studies, economics, engineering, earth sciences, or a related field is required. A first-level university degree in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten (10) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
A minimum of five (5) years of relevant experience at the international level is desirable.
Management experience at a senior level is desirable.
Experience in the coordination of a humanitarian response in a field setting (actual setting, where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.
Relevant experience in a humanitarian context within the UN Common System or other comparable international organization is desirable
Experience in Eastern, Southern Africa and/or North Africa and the Middle East is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
