Role and responsibilities
The purpose of the Regional Protection Adviser position is to assume the overall responsibility for the development of the regional protection strategy and growth of the overall core competency programme in the region.
Generic responsibilities
Ensure compliance with and adherence to NRC policies, guidance and procedures
Provide strategic advice and technical support to the Country Offices in the region on relevant protection core competency and relevant integrated programming
Advise on the development of country/regional core competence strategies, macro logframes and implementation plans
Advise on and monitor country programme compliance with the Programme Policy and respective quality assurances
Contribute to the development of policies, strategies, tools and new approaches, and support relevant innovation and piloting
Ensure that best practices are identified, documented and disseminated both within the region and beyond
Provide capacity development across Country Offices in the region and the Regional Office
Identify and develop regional advocacy issues related to the core competence and relevant cross cutting issues
Contribute to global programme development projects and manage regional programme development projects
Build relationships with key stakeholders at a strategic level and represent NRC in policy and coordination fora at regional and global level and engage in fundraising
Specific responsibilities
In line with the regional championing approach outlined in the Protection Sub-Objective Roadmap, responsible for development of program guidance, documentation and knowledge management for the “ Thought Leadership and Influence” pillar of the Protection Core Competency. In particular, and in close coordination with the Global Lead for Protection:
Develop program guidance and operational tools
Document and share best practices, resources and tools ensuring coherence, efficiency and effectiveness across operations
Develop and oversee implementation of a structured learning agenda
Advise Country Offices in the region to analyze protection needs and gaps and design appropriate responses
Develop a regional protection trends analysis to help inform programming, policy and advocacy and preparedness
Promote an intentional and strategic approach to protection co-coordination across the region
Advise Country Offices on the contextualization of guidance, tools and expertise produced by other regional champions (such as case management, humanitarian mediation and civilian self-protection).
Advise Country
Offices in EAY on the integration of protection into rapid response programming, including through direct implementation where necessary
Contribute to donor applications and fundraising initiatives for the region, and where relevant for global or cross-regional grants
Be a focal point for specific donor updates and liaison related to the protection monitoring and analysis
Critical interfaces
Coordination of protection advice and other types of technical support to the COs and HO: critical interface with the Programme Development and Support Section Team Leader/Advisers
Accountability systems (M&E) and learning: critical interface with Strategic planning and Development
Protection and Cluster Co-Coordination and Access and Security units in EAY, PnP and GPS
Heads of Programmes and Country Directors in the country offices
Security section: coordinate closely on issues linked to risk management and protection and humanitarian mediation.
Global Protection Lead: to ensure linkages and cross-fertilisation of approaches with protection mainstreaming and protection model projects initiatives.
Institutional Partnership Section for reporting requirements and contact with SIDA.
Professional competencies
Generic professional competencies:
Minimum 8 years’ experience relevant professional experience as a manager within the humanitarian field, including experience of working in both direct implementation and advisory roles.
Experience from working in complex and volatile contexts.
Documented/proven results related to the position’s responsibilities.
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal. Fluency in Arabic, Spanish or French would also be an advantage.
Context/ Specific skills, knowledge and experience:
Experience in Humanitarian Protection, including protection of civilians, protection case management and protection cluster coordination.
Extensive experience in protection monitoring and analysis.
Previous experience working in East Africa / Yemen preferred.
Behavioural competencies
