    Role and responsibilities

  • The purpose of Consortium Monitoring and Evaluation Coordinator is to lead on the overall monitoring and evaluation activities of Consortium Programmes that NRC Ethiopia leads on. Reporting to the Consortium Manager, the Consortium M&E coordinator will be responsible for establishments and implementation of M&E systems ensuring the consistent use of M&E approaches and tools among consortium members.

    Generic responsibilities

    • Participate in programme design and proposal development, including theory of change development, log frame design and budgeting for M&E;

    • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use;

    • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.

    • Support the implementation of a data management system that would standardize the M&E information flow and reporting.

    • Develop data collection methods and tools to support programs in needs assessment, baseline assessment, output and outcome monitoring and evaluation of the on-going projects.

    • Provide inputs to program for comprehensive knowledge management including result tracking, documentation of case studies/ human interest stories and lessons learned and sharing with all the relevant bodies for incorporation in future project designs.

    • Supervise and mentor M&E support staff in executing M&E plans.

    • Ensure NRC is a proactive member of security coordination mechanisms in national and field level

    • Ensure documentation systems are in place and utilized for safeguarding documents on physical and digital archives and maintain confidentiality of the data.

    • Participate in programme design and proposal development, including theory of change development, log frame design and budgeting for M&E;

    Specific responsibilities

    • Ensure that the NRC- led consortium projects have a robust monitoring and evaluation systems in place

    • Develop monitoring and evaluation guidelines, frameworks and indicators in close collaboration with the Consortium Manager and Consortium Members M&E teams

    • Design coordination and implementation of the monitoring and evaluation, assessment, research and learning frame work of consortium projects.

    • Develop and manage project monitoring information systems to ensure efficient and effective collection, entry, analysis and amalgamation of project data (both quantitative and qualitative) and proper reporting of the outcomes of all projects;

    • Ensure overall coherence of monitoring and reporting tools, compilation and documentation of project data of NRC and its consortium members and reporting to donors.

    • In coordination with the consortium members, ensure and enhance primary stakeholder ownership of programme via community participation, consultation and use of participatory approaches through establishing a suitable Complaint Response and Feedback Mechanism (CRFM)

    • Lead on and support Programme Managers on the planning and implementation of baseline surveys, needs assessments, mid-term and end of project reviews/evaluations including preparation of Terms of References;

    • Organize and facilitate meeting with consortium members on M&E progress and revise indicators as necessary

    • Ensure learning agendas are integrated throughout the project cycle management;

    • Organize learning session for all consortia members and
    make sure that lessons and good practices are captured, stored and shared/ disseminated throughout the project period, both within the consortium and externally;

    • Capacity building and training of programme and M&E staffs of NRC and consortium members, when relevant.

    • Attend to other M&E related tasks as advised by the Consortium Manager.

    • Ensure that the NRC- led consortium projects have a robust monitoring and evaluation systems in place.

  • These are skills, knowledge and experience that are important for effective performance.

    Generic professional competencies for this position:

    • BA/ MA in Statistics, Economics, public health, Information Systems Management, Operations Research and related fields. or other Social Sciences studies

    • At least 5 years’ experience developing M&E capacity and systems in an international NGO;

    • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in humanitarian and development programs, using both quantitative and qualitative methods;

    • Understanding of data and information needs for program management and decision making;

    • Experience in facilitating the capacity building efforts of consortium members, including local partner agencies;

    • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods;

    • Knowledge of rules and regulations for key donors including EU, DFID, the Netherlands Ministry of Foreign Affairs;

    • High level English language proficiency (speaking, reading, writing);

    • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access);

    • Experience using SPSS, STATA and similar data analysis and management software.

    Context/specific skills, knowledge and experience:

    • Good cultural awareness and sensitivity;

    • Knowledge of consortium management is an advantage

    • Knowledge of the NGO operations and the dynamics of the humanitarian sector in Ethiopia.

    • Experience using SPSS, STATA, will be an added advantage.

    • Experience on digital data gathering and online dashboard will be an added advantage.
