Role and responsibilities
The purpose of the Team Leader is to provide efficient and effective Human Resources Management support and office administration procedures at the NRC Jigjiga Area Office.
Generic responsibilities
Management of HR and Administration staff
Implement NRC’s HR and administrations systems and procedures at area level
Day to day follow up of HR and administrative tasks are implemented including duty of care
Ensure compliance with NRC policies, handbooks, and the national labor law in all processes and procedures
Responsible to plan, organize and participate in staff recruitment in collaboration with HR at Country Office, and advise process of candidate selection, contracting, orientation and confirmation
Focal person for staff care and duty of care at area level
Prepare periodic HR reports and planning projections for submission to country office
Ensure relevant HR documents are secured both online and in hard copy according to NRC standards and SSD policy
Plan and source staff training in liaison with line managers including for orienting new staff
Liaison and collaborate with relevant local authorities and stakeholders
Specific responsibilities
Ensure provision, awareness and practical advice to all staff on the NRC HR policies and procedures, and their adherence to them
Ensure timely remittance and proper filing of all statutory deductions
Ensure timely processing of the monthly payroll information to the country office
Ensure maintenance of an effective, efficient and up to date staff records and filing system including contracts, leave, medical, awards, discipline, archiving, etc.
Employee relations issues including staff grievances, disciplinary measures, etc.
Plan and advise on the staff performance management and appraisal calendar and content
Manage recruitment of incentive and casual workers, management of personnel filed, and prepare payroll
Follow up the
lease agreement for all NRC premises and at area and field level
Responsible for management of NRC premises at area level, and establish appropriate policies and procedures of accommodation at NRC Assosa in consultation with the Area Manager if required
Coordinate and prepare clearance of staff separating from the organization including exit interviews and final dues payments
Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
Minimum 3 years’ experience from working as an HR Officer or Team Leader in a humanitarian/ recovery context
Previous experience from working in complex and volatile contexts
BA in Human Resources Management, Management or Business Administration
Understanding of the relevant laws and statutory requirements
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Context related skills, knowledge and experience:
Good knowledge of the area and context
Good communication and interpersonal skills
Good cultural and awareness and sensitivity
Knowledge of local languages is an added advantage
Wide knowledge of the NGO operations and the dynamics of the humanitarian sector
Strong organizational and team working skills
Good computer application skills in Microsoft Excel, Word, PowerPoint, database and network communications.
