The purpose of the ICLA Specialist is technical development of ICLA, strategic direction and quality assurance, the ICLA strategy and quality control. The ICLA Specialist will be responsible for mentoring, train and capacity build staff on ICLA technical capacity.
NRC has had a presence in Uganda since 1997 with its Country Office in Kampala and two areas offices; 1). In Arua that oversees operations for West Nile refugee hosting districts of Yumbe, Terego, Madi Okollo, Arua (urban) and Adjumani and 2). Southwestern Area Office in Kampala that responds to programmes in the Districts of Kampala (urban), Kikube, Kisoro, Bundibugyo, and Isingiro.
The NRC Uganda country actions contributes to interventions in WASH, Education, Livelihood and Food Security and, Information, Counselling and Legal Assistance (ICLA). The overall objective of the NRC Uganda programme is to provide relevant, timely humanitarian assistance and protection to vulnerable displacement affected communities through integrated and durable solutions-focused programming, supported by advocacy actions.
NRC leverages on Community-Based Approach (CBP) relying on local community structures and leadership to identify and prioritize beneficiaries using specific beneficiary targeting criteria.
NRC Uganda uses the multi-sectoral methods to implement its core programme. The response design promotes dignity of the targeted population through improved access to basic needs using cash and/or voucher grants across sectors. The accountability mechanism feeds into the UNHCR managed Feedback, Response and Referral Mechanism (FRRM).
Currently through 150 staffs, NRC Uganda is implementing a total of 12 projects. For the last Five years, NRC has reached 1,257,574 beneficiaries in the different areas of operations with education last year alone reaching over 65,000 beneficiaries on AEP, Primary and Vocational learners.
NRC has localized its operations in the country through partnerships with local and international Implementing partners to foster its programme implementations and ensure all beneficiaries are reached. Among the partners include Government institutions like Office of the Prime Minister, Ministry of Education and local NGOs that include CAFOMI, Refugee law Project among others.
International Organizations include UNHCR, UNICEF, Save the children. NRC is a member of various coordination groups both at national, districts and at settlement levels.
General Responsibilities:Develop ICLA strategy, technical guidance, and Macro LFAs that
are aligned with regional and global strategies and priorities.
Compliance with and adherence to NRC policies, guidance, and procedures.
Contribute to fundraising, develop, and revise funding proposal, budgets and donor reports.
Identify trends technical standards and donor priorities.
Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.
Provide technical direction and project implementation support.
Ensure that key learnings are extracted from ICLA implementation and incorporate them in ICLA and staff development processes.
Specific Responsibilities:
Ensure overall quality of the programme, including through community-based approach and continuous learning, in collaboration with M&E Unit.
Continue to seek new and innovate project interventions to ensure program diversification and expansion within context limitations.
Ensure compliance with donors’ commitments and requirements including through PCM
Support ICLA program teams in the implementation of ICLA strategy action plan.
Ensure drafting and roll-out of the relevant guidance and tools for the provision of legal aid and protection services in consultation with the protection specialist.
Produce regular evidenced-based policy briefing papers and analysis that contribute to the protection trends analysis and other advocacy initiatives.
Carrying out regular analysis to ensure programme relevance, efficiency and impact.
Professional Competencies:
A Bachelor’s degree in legal, Social, Humanitarian or community development
Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery/development context
Experience in human rights/access to justice programing
Previous experience from working in complex contexts
Documented results related to the position's responsibilities
Experience working in coordination and liaising with external actors
Ability to multi-task and work with short deadlines
Ability to work independently and proactively with limited daily support and supervision
