Job DescriptionSince the Government of Iraq declared that combat operations against the Islamic State Group (IS) had ended in 2017, Iraq has been recovering from the significant damage and destruction caused by the armed conflict.Of the more than six million Iraqis who fled their homes since 2014, 4.5 million Iraqis have returned to their area of origin and 1.4 million remain internally displaced. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges returnees and secondarily displaced people face include the lack of security, community acceptance, housing, property and civil documentation issues as well as critical educational and health service gaps. Throughout this, Iraq continues to host over a quarter of a million Syrian refugees.
The UN estimates that more than 4.1 million Iraqis will need assistance in 2020, 1.77 million of them in acute need.
With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.
Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, returnees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, Salahdeen and Anbar Governorates.
We focus on assisting the newly displaced, those experiencing protracted displacement in camps, and people returning to and living in hard-to-reach places by improving their chance of obtaining a durable solution.
NRC runs integrated programmes across Iraq to respond to people in need using our shelter and settlements, education, camp management, legal assistance, livelihoods, and cash activities.
Reporting to the Head of Programme, the Information, Counselling & Legal Assistance (ICLA) Specialist will provide strategic direction, technical development and quality assurance of the ICLA program. In this role, you will also be responsible for mentoring, training and building the technical capacity of ICLA staff.
Generic Responsibilities
Develop ICLA strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
Compliance with and adherence to NRC policies, guidance and procedures.
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
Identify trends technical standards and donor priorities.
Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.
Provide technical direction and project implementation support.
Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes.
Provide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market based programme.
Represent NRC in relevant forums/clusters, including with national authorities and donors.
Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific Responsibilities
Matrix management of ICLA PMs at the area office level (5 AOs).
Ensure high quality proposals and donor reports are produced.
Lead the ICLA strategy & Macro Log Frame Analysis (MLFA) development and revisions.
Lead
field assessments and contingency planning.
Coordinate with other Core Competencies for synergies and integrated programming.
Plan for a proper phase out and contribute to the durable solutions discussions/initiatives.
Design and develop programme approaches and activities that can be piloted and expanded to other NRC locations in Iraq.
Higher-level programme development both within the organisation and with external stakeholders.
Lead expansion of Housing, Land and Properties (HLP) activities in Iraq with the introduction of Community Dispute Resolution (CDR) focussed programming, in close coordination with Shelter actors.
Ensure a capacity building approach and concrete plans are set for PMs, Project Coordinators (PCs) and national staff in all Area Offices (AOs) with a goal of nationalising posts.
In close coordination with the Advocacy Manager, articulate concerns and organise relevant evidence pertaining to Urban Displacement Out-of-Camps that contribute to the NRC’s advocacy efforts for Iraq.
Participate in external coordination meetings relating to ICLA, HLP, Protection and relevant technical working groups.
Actively engage on integrated programming initiatives with NRC’s other Core Competencies including Education, Livelihoods, and Shelter to support area based approaches.
Required professional competencies/qualifications:
Minimum 4 years of experience within International Human Rights Law or similar relevant discipline in a humanitarian/ recovery context
Experience from working in complex and volatile contexts
Substantial and demonstrated prior experience as an ICLA expert
Documented results related to the position’s responsibilities
Knowledge and skills in market analysis, cash-based interventions and market based programmes
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Valid driver’s license
Preferred context/specific skills, knowledge and experience:
Knowledge of the context in Iraq
Knowledge of Arabic would be a plus
Experience with advocacy work
Legal background and knowledge of rule of law/legal aid programming is desirable
Experience on shaping innovative programming, including usage of data and technology
Experience on gendered programming and conducting gender analysis
Experience with Information Management systems would be a plus
Experience engaging with other sectors, including livelihoods and labour markets, education, and shelter to support people’s access to durable solutions would be a plus
