In Africa Norwegian Red Cross (NorCross) aims to improve the health of vulnerable people and reduce excess morbidity and mortality in contexts affected by conflict and protracted crisis in the Sahel and Horn of Africa.

NorCross aims to deliver, through effective collaboration with its Red Cross Red Crescent (RCRC) Movement partners and through operational implementation through Host National Societies, health focussed humanitarian outcomes in hard to reach areas where conflict and climate affectation drive humanitarian needs.

We aim to support National Societies health care delivery especially where the concerned governments are not able to fulfil the needs – always focusing on synergies together with other relevant programs.

Further Norwegian Red Cross aims to improve the regional emergency preparedness, early warning and response systems related to epidemic/ pandemic outbreaks, forced displacement and acute drought.

The purpose of the Health Delegate in South Sudan (Staff on Loan under ICRC) is to ensure development and oversee implementation of NorCross’ supported Access to health / Continuum of Care Programme, currently implemented in two locations, and to consider future possibilities for the programme to expand to other areas.

The delegate will monitor, evaluate, and report on the programme, implemented through projects and will be responsible for ensuring adherence to sound technical quality of NorCross’ supported projects, in line with established organizational technical standards, with particular focus on health standards and programme management standards, and existing best practice.

This should contribute to South Sudan Red Cross’ (SSRC) implementation of quality health projects and improving humanitarian outcomes

While the line management of the position is in accordance with NorCross Country Office mandates, the delegate will closely collaborate with all relevant RCRC Movement partners intervening in programme location, particularly the ICRC, its technical health team, ICRC sub-delegations and field offices, to ensure high quality programmatic operational complementarity where desired.

Strategic Responsibilities

Under the line management of Norwegian Red Cross Country Programme Manager (CPM) in South Sudan:

  • Provide technical support aimed at ensuring programmatic design, implementation and effective monitoring of NorCross supported quality health interventions in South Sudan, with particular emphasis on health screening and epidemic preparedness (including through community-based surveillance), delivery of basic curative services at community level (through relevant Ministry of Health approved methodologies, e.g. ICCM), establishing effective referrals to functioning health facilities and rollout of targeted and effective public health education measures, cumulatively aiming at reaching measurable health outcomes for target populations (REACH initiative)

  • Support SSRC to adhere to standard monitoring and evaluation processes, health data management and Health information System in coordination with the Ministry of Health, and work closely with relevant partners and stakeholders at National, State and Counties level.

  • Contribute proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalize technical approaches and standards for NorCross supported health programmes (with all above mentioned components), including community engagement and accountability; methodologies and safe access framework (SAF).

  • Assist with the technical capacity strengthening of the Host National Society on health-related matters in line with its articulated auxiliary role and ensure coherence and technical alignment with other health initiatives supported by RCRC Movement partners in South Sudan.

  • Coordinate with and complement, through development and implementation of community-based health components, the work conducted by ICRC through its Primary Health Care programme.

  • Support the NorCross Country Programme Manager (CPM) and Country Team to assess thoroughly the feasibility for start-up of NorCross support to SSRC primary healthcare service provision and based on existing technical standards, develop roadmap, operational SOPs etc as required.

    Operational Responsibilities

  • Provide technical support to the quality design, including monitoring structures, of existing NorCross supported health projects, and the initiation of new similar projects, in line with Norwegian Red Cross strategic documents and technical standards.

  • Conduct technical assessments and
    scoping missions as requested and contribute technically to project development and implementation.

  • Ensure timely implementation and quality monitoring of Nor Cross supported health projects through structured and regular monitoring, field visits, periodic reviews, follow up and reporting on them.

  • Provide continuous follow up of technical input, support, and guidance to the relevant counterparts to implement activities with high quality standard.

  • Provide timely support to NorCross Country Programme Manager (CPM) to the quality implementation of NorCross South Sudan Country Office priority deliverables as established in the annual plan of action and milestones articulated in the annual International Programmes and Preparedness department calendar.

  • Support the design, implementation, and analysis of base- and end-line studies, and the application of the qualitative and quantitative data in the planning, evaluation, and reporting of the health programmes.

  • Ensure methodological application by SSRC programme teams of evidence-based strategies for community level health screenings, provision of basic curative services (ICCM), ensuring effective referrals (including through cash for health methodologies where applicable) and targeted public health education for improved health outcomes at community level through task shifting.

  • Ensure, in collaboration with NorCross Country team members, the rollout by SSRC teams of protocols related to building relationships with community members; including home visits for pregnant women, new-born infants, or other high-risk individuals to monitor their progress or assess their needs, and how to retain contact with clients/beneficiaries in person, by phone, or in writing to ensure they have completed required or recommended actions.

  • Provide technical support to NorCross’ organizational response in case of emergency health responses /viral diseases outbreaks in country and in region (based on request from Deputy Regional Representative).

  • Provide technical input to CPM that enables conveying the purposes and services of NorCross supported health interventions to in-country stakeholders, regional actors and back donors, with emphasis on the humanitarian outcomes of the interventions.

  • Support NorCross country team members, the SSRC to plan for future programmes, review and provide input to reports, analyse trends and suggest project adjustments, through agile technical operational coordination with other relevant stakeholders.

    Required Education, Experience, and Knowledge

  • University degree in clinical discipline (e.g., Medicine, Nursing or similar)

  • Master’s degree in public health or related discipline.

  • In-depth understanding of relevant technical standards and the operationalization of technical standards in humanitarian projects.

  • Strong experience from designing, implementing, and managing community health projects in humanitarian settings. Experience of working with community-based surveillance or epidemic preparedness in communities an asset.

  • Proven strong experience from project management, including needs assessments, base and end lines, project design, and reporting.
    Skills related to building technical capacities of partner organizations.

  • Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset.

    Other skills:

  • Fluency in English. Working proficiency of regional languages is an asset.
    International driving license (manual gear) is required.
