Tears of conflict and insecurity in South Sudan have resulted in one of the world’s worst and most protracted humanitarian contexts.
NRC’s programme has grown in recent years to combine both emergency response and recovery programming with a budget of $22 million and a team of 350 staff (including 20 International) operating from three large area offices and managed from the country office in Juba.
In addition to delivering humanitarian response and seeking new routes to greater, more sustainable impact, NRC’s South Sudan programme has built a strong reputation for humanitarian analysis and advocacy and seeks to build both arms of this programme over the coming years.
It is with this premise that we are seeking a Country Director to assume overall responsibility for South Sudan's country programme.
The Country Director will be responsible for the:
Development of the process for and delivery of a new Country Strategy, with revisions built in on an annual basis;
Constant evolution of the country programme to ensure it new opportunities and constraints to ever wider and deeper impact, in line with the Regional and Global strategies;
Delivery of content for global advocacy on the South Sudan humanitarian situation – South Sudan has pioneered NRC’s humanitarian context analysis;
Building of collaborative relationships with both the managing East Africa and Yemen
Regional Office as well as the neighbouring NRC country offices affected by the South Sudan humanitarian theatre.
Professional competencies
Minimum of 5 years of experience of working as a Senior Manager/Country Director in humanitarian/recovery context;
Experience of working in complex and volatile contexts;
Documented/proven results related to the position’s responsibilities;
Knowledge about own leadership skills/profile;
Fluency in English, both written and verbal.
Context/ Specific skills, knowledge and experience
Knowledge of South Sudan, the surrounding sub-region or similar context is desirable;
Strong understanding of the humanitarian sector and an ambition to improve and reform it for greater accountability and impact;
Strong understanding and appreciation of the role of advocacy and broader influencing in bringing about change and impact at scale;
Experience of networked implementation for impact and the promotion of innovation in difficult operating environments;
Ability to lead and build teams to succeed through high degrees of self-sufficiency and remote support;
Strong budget management experience with proven record of delivering programmes on time and on budget;
Experience of influencing key decision makers, including government and donors, in a complex environment;
Experience of leading security in complex environment, including in times of conflict and crisis;
Proven delivery through remote management of teams divided by geographic and political boundaries.
