About the RoleAs the Property Development Manager, you will manage the growth and development of new campuses and the expansion of the existing campuses. You will identify optimal new parcels of land for our schools through exhaustive searches, careful analysis and skilled negotiation to secure attractive pricing. You will then coordinate the design of the campuses and facilities with internal staff, architects, and other experts and contractors.
You will also obtain all the required rights and services for the site and manage the process to obtain the required approvals from the various local authorities within the required timeframe to ensure construction can happen and be completed in time for the school openings. Lastly, you will manage a range of contractors to ensure the construction of all facilities is completed within budget and on tight timelines to meet international quality standards.
You will report to the Global Managing Director Property and work closely with other key staff and professionals. However, you are expected to be capable of operating independently, delivering high-quality results on tight timelines with limited direction from other members of the team.
Specific key responsibilities for the role include: Project Management - Construction & DesignProject manage and oversee execution of design and construction of allocated projects on campuses in close coordination with academic teams; and collaborating with various stakeholders i.e Operations & facilities
Implementation of Processes for Property life cycle between School OpCo as client and OpCo - Operations team from concept to Handover
Oversee and manage quality and brand control in design from a property perspective
Overall manage the budgets of ongoing projects, including payments, reconciliations, cashflow, budget, etc.
Produce internal reports - recurring and adhoc of ongoing projects- as required by management
Developing schedules with critical path milestones to manage all projects
Regular reporting to PropCo MD on project progress.
Oversee completion of maintenance procedure instructions, systems demonstration and proper delivery of Operating Manuals.
Ensure a maintenance schedule is adopted by the Facilities team
Undertake post-completion reviews and verify close out documentation and coordinate the one year warranty review.
Oversee and manage the council processes required for development and construction and have extensive experience working with Johannesburg city council, Ekurhuleni, Tshwane, and other municipalities in Gauteng
Manage the process for township applications as well as rezoning applications
Oversee the process of applying for and obtaining new service connections for water, electricity, etc. and in obtaining way leave approvals from the JRA
Legal & Documentation
Manage and oversee Due -diligence process for all ongoing development projects. I.e coordinating all legal and land deal documentation as needed for the successful execution of the development projects with municipal and council departments, elected officials, and stakeholders.
Review all contract changes and coordinate change control process - maintain detailed records of all changes and required approvals.
Financial Responsibilities
Manage initial desktop feasibility studies for all new school projects
Be the main point of contact between our internal finance team, consultants, QS and contractors for assigned projects
Monitor expenses against the budget to achieve the maximum savings
Working Relationships - Line Manager, Peers
Work closely with the MD PropCo in implementing the Property strategy for SA
Any other responsibilities as may be assigned by your Manager
Qualifications and Experience:
You have 5+ years of experience in a rigorous, high-performing professional setting working with real estate and/or construction
You have a degree in one of the sciences in the built environment (QS, property science, town planning, etc.)
You understand all the council processes required for development and construction and have extensive experience working with Johannesburg city council, Ekurhuleni, Tshwane, and other municipalities in Gauteng
You have experience in and are able to manage the process for township applications as well as rezoning applications
You have worked with service departments in applying for and obtaining new service connections for water, electricity, etc. and in obtaining way leave approvals from the JRA
You deeply understand real estate and construction markets in South Africa especially in Gauteng
Competencies and Character:
You have an eye for real estate design and can maximize the quality of facilities while minimizing costs
You have strong project management skills with exceptional ability to manage multiple highly detailed and urgent work streams simultaneously
You have marketing experience in the form of being able to conduct surveys in order to obtain data on economic status of areas as well as potential student and staff applications
You have exceptional research and analytical skills and have experience building complex financial and business models from the ground up
You have exceptional people skills and are able to build strong relationships with colleagues and a wide range of external partners, negotiate effective deals, and skillfully resolve conflicts
You have a strong track record of achieving high quality results quickly and can operate independently with limited direction and support
You sweat the small stuff—people see you as unusually detail-oriented and conscientious
