Responsibilities
Supports the Chief of Party regarding Consortium coordination and communication in relation with programme issues.
Coordinates development and implementation of harmonization and standardization strategies within the Consortium.
Coordinates the development of a quality framework for resilience approaches within the Consortium.
Supports the Chief of Party in creating and animating a network of Consortium focal points embedded in the partner agencies.
Coordinates reporting for current grants with Consortium Partners and CMU Member
Identifies funding opportunities and coordinate proposal development when appropriate.
Represents the Consortium in governments, donors, clusters, coordination meetings as appropriate.
Develops and coordinates information sharing mechanisms for main Consortium stakeholders: government counterparts, coordination bodies, Consortium Members, Lead Agency, communities and donors.
Contributes to the Consortium learning agenda and to enforcing accountability and learning in the Consortium.
Supports the Chief of Party with advocacy related activities.
Qualifications
Minimum 4 years’ experience of Consortium Coordination
Experience with donor relations, reporting and proposal development
Experience from working in complex and volatile contexts
Resilience and Emergency Response expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge of the Somalia Resilience Context
Experience of managing multi-partners project
Experience with remote management

Responsibilities
Under the strategic direction of the Consortium Manager, strengthen and implement an M&E System for the Consortium.
Promote the standardization of M&E processes throughout the consortium, ensuring coherence and quality of information collected against planned results and activities. Ensure standardisation of tools for all consortium members to undertake regular program monitoring including carrying assessments, establishing baseline surveys, documenting progress, conducting Post-Distribution Monitoring (PDM) and endline surveys and evaluations
In consultation with the Consortium member’s M&E departments, develop M&E SOPs, including procedures, tools and guidance documents.
Further develop the information data platform of the BRCiS to be more user friendly and community participative in close partnership with IT consultants.
Support the roll out of mobile phone data collection by training field staff, guiding in the creation of questionnaire templates and providing technical support.
Conduct training on the M&E Framework for implementing partners and local staff
Coordinate closely with the external research partners to ensure that research activities are successfully implemented
Provide technical and surge support to the consortium members on M&E processes, outcome monitoring, quantitative and qualitative data collection and analysis for assessments, donor reporting and other processes
Facilitate learning amongst the consortium members through reviews of progress against bench marks, collecting lessons learnt and best practices and facilitating dissemination of the same across consortium members
Building on the Consortium existing strengths, lead the development of a web-based dashboard to facilitate Consortium Members
Establish and implement an Accountability Framework with an ingrained Complaints Response and Feedback Mechanism (CRFM) for timely decision making and improvements to programming
Hold meetings with the DFID and DEVCO M&E advisers and consultants on a
quarterly basis to ensure smooth coordination and to check that consortium tools are in line with DFID standards
Prepare lessons and best practice reports for external and internal sharing
Support all consortium members in setting-up mobile phone texting platform for Early Warning System (EWS) messaging
Provide the Consortium Manager with key programmatic issues and/or resilience related issues that need further investigation through research.

Qualifications
At least 2-3 years experience in creating and leading the implementation of M&E systems for an international NGO.
At least 5 years experienceworking in an emergency or post-conflict setting.
Understanding of data and information needs for program management and decision making.
Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
Experience using STATA, SPSS, Epi Info, or R

Responsibilities
Under the strategic direction of the BRCiS Monitoring & Evaluation Manager, ensure maintenance of the Consortium M&E system including conducting reviews of progress against bench marks, facilitating consultations and trainings, and coordinating reviews and updates.
Develop M&E guidance, tools and procedures (including consultation with program staff to determine needs and appropriateness, draft documents, facilitating consultation on documents, and rolling out finalized products)
Promote the standardization of M&E processes throughout the BRCiS Consortium, providing training and support to BRCiS Members as needed.
Provide technical and surge support to field teams on monitoring and evaluation processes with a particular focus on data collection initiatives through regular field visits.
Support the use of mobile phone data collection by training field staff, creating questionnaire templates and providing administrative support.
Conduct training on Monitoring and Evaluation.
Compile periodic quantitative output reports from Field offices for circulation to senior management.
Provide technical and surge support for quantitative and qualitative analysis for assessments, donor reports, and other processes.
Run the data management system of the BRCiS to ensure an on-line repository of all data and links to the data visualization.
Qualifications
At least 5 years experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
Understanding of data and information needs for program management and decision making.
Experience in facilitating capacity building efforts for diverse colleagues, including local partner agencies.
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
Experience using STATA, SPSS, Epi Info, or R
Good communication and interpersonal skills
Strong organisational and team working skills
Good cultural awareness and sensitivity

Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
Good level of proficiency in Windows Excel and quantitative analysis (STATA preferred)
Knowledge and practical skills in ArcGIS and Qlik dashboards are significant advantages
