Job Description

Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Monitoring & Evaluation Manager is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Background:

The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives.

NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.

Roles & Responsibilities:

The role of the M&E Manager is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management.

The M&E Manager will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness.

Within this context, the M&E Manager will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

General responsibilities:

  • Adherence to NRC policies, guidance and procedures;

  • Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools;

  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E;

  • Support M&E staffs and programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use;

  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review;

  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports;

  • Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas;

  • Supervise and mentor M&E support staff in executing M&E plans and objectives;

  • Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.

    Specific responsibilities:

  • Help the PMs and PCs devise and revise project log-frames (macro-log frame), particularly to make them compliant with NRC log frame development procedures and the use of NRC mandatory indicators etc.;

  • Harmonize the M&E proposals and plans with those of projects for timely discharge of outputs and outcomes monitoring employing suitable methods and tools, during and after project lifespan with the view to have accurate and representative reports;

  • Coordinate and host Grant start-up meetings at the start of grants to discuss, fine-tune and reconcile different plans i.e. Gantt charts, procurement plans, HR plans etc.;

  • In coordination with AM and PMs, review existing approaches and system for managing information to agree on any required changes, support or other redirections;

  • In coordination with AM and PMs, organize and undertake short M&E trainings for field staff on M&E skills based on need;

  • In coordination with AM,
    PMs and PCs, guide and cooperate with advisors/consultant who are contracted to implement special surveys and studies required for evaluating outcomes and impacts of current and previous projects as well as the design of new ones;

  • See through the complete institutionalization of complaint response mechanism across the mission including but not limited to designation of focal points in different areas of operation;

  • Support CO M&E team, researchers in designing and disseminating research studies by providing relevant input;

  • Organise quarterly Monitoring and Evaluation meetings and field visits;

  • Coach and mentor programme and M&E staffs concerning M&E activities;

  • Provide capacity building training on Project Cycle Management, data collection and analysis;

  • Share learning from M&E process and document case/success stories overall programing share with the wider team;

  • Ensure tracking sheets, online Global Output and Outcome Reporting system (GORs) and other regular M&E reports are updated with the desired quality for all area offices

  • Ensure the use of digital data collection methods using mobile phone

  • Do/contribute to progress reporting (output and outcome level);

  • Any other task assigned by immediate supervisor.

    Job Requirements

    Professional competencies:

  • University degree preferably in social sciences, international relations and/or development or other relevant discipline.

  • At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development

  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods

  • Understanding of data and information needs for program management and decision making

  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods

  • High level English language proficiency (speaking, reading, writing)

  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

  • Experience using SPSS, STATA, Epi Info,

    Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Advanced English Language level (Business English is a plus)

  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus

  • Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
