Job DescriptionBeing an employee of the Norwegian Refugee Council (NRC) in Ethiopia is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives.
NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities: The Monitoring and Evaluation Officer will support the country office in the implementation of monitoring and evaluation activities through data management (data entry, collation, analysis, interpretation and reporting), updating and maintaining databases and proper project documentations. The officer will also be the primary contact person in handling M&E activities for emergency projects.
Generic responsibilities:
Ensure adherence with NRC policies, tools, handbooks and guidelines
Implement delegated support function portfolio according to plan of action
Handle M&E functions especially of emergency projects
Ensure documentations
Promote and share ideas for improvement
Provide support for effective implementation of the M&E systems
Ensure timely and accurate reporting as per NRC requirements and expectations
Specific Responsibilities:
Provide support in ensuring that the country M&E framework is implemented as per country M&E SOPs
Undertake regular field visits to monitor project implementations and give supports
Ensure tracking sheets, online Global Output and Outcome Reporting system (GORs) and other regular M&E reports are updated with the desired quality for all area offices
Support period assessments such as need assessments, baselines, midterm and end line evaluation of programs that require country office support including engagement in tools development, data collection and analysis
Support in reviewing project proposals and provide inputs on project target setting and logical framework development
Support the use of digital data
collection methods using mobile phone
Engage in emergency projects monitoring and evaluation undertakings
Share learning from M&E process and document about overall programming especially from emergency projects
Support the development of standard M&E tools for collection of data for output, outcome and impact level indicators in collaboration with relevant programme staff and based on the needs and requirements
Support technical support and capacity building initiatives on M&E related topics
Work collaboratively with different programmes for strengthening integration and cross-learning
Any other duties that may develop over the duration of the contract and assigned by the line manager
Job Requirements
Context/Specific skills, knowledge and experience:
BA/MA/MSc in Economics, Statistics, social sciences or other related discipline
At least minimum three years of experience in M&E role in humanitarian/development project
Experience working in Multi sectoral and integrated programmes
Previous experience from working in complex and volatile contexts
Have profound skill on Analytical and research
Excellent computer knowledge with command on MS Excel among other packages of MS Office.
Experience on working with Data analysis software/programmes
Willing to undertake regular field visits
Excellent interpersonal and communication skills, facilitation skills and writing skills
Documented results related to the position’s responsibilities
knowledge of English language both written and spoken
Knowledge of the context the organization operates
Understanding of various donor’s requirement
Ability to work under pressure
