Job Based at: Addis Ababa Area Office

Roles & Responsibilities:
The purpose of the Logistics and Administration Officer position is day to day implementation of the Finance functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.
Generic responsibilities:
Ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations
Implement logistics function portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Promote and share ideas for improvement of the Logistics and admin function
Ensure consistent Warehouse Management system for the area office
Ensure consistent Assets and Inventory Management system across the country
Produce monthly logistics analysis and report of the overall country
Conduct frequent follow up, supervision and spot checks regarding warehouse and inventory operations of area offices
Handle all procurement related processes for the area office in consultation with the Country Office
Handle collection of RFQs, facilitate opening of RFQs/bid documents, prepared bid analysis, facilitate the approval, prepare POs and follow up delivery of goods and/or services to the area office
Ensure all procurement documents are kept well
manage all administrative related works for the area office
Conduct liaison activities as instructed by supervisor
Specific responsibilities:
Procurement
Manage all procurements of the area office
Based on the approved PRs, prepare RFQ, facilitate RFQ/bid opening, do bid analysis and prepare PO for selected suppliers
Prepare contract agreement for goods/service suppliers
Ensure goods/services are received according to PR specification. Reject inferior items supplied to the office
Liaise with the CO bid committee to ensure requests are treated timely for the area office
Transport and Vehicle movement
Manage the vehicle movement of rented cars for the area office
Identify vehicle needs among the different core competences and arrange for vehicles based on need and priority in discussion with Project Coordinators and the Area Manager
Liaise with the CO transport personnel to fill the vehicle gap for both the Area Office and the CO
Facilitate rental agreement between vehicle suppliers and NRC. And manage rental drivers according to the agreement
Ensure programmes are supported well
Asset Management
Ensures that procedures outlined in the NRC Asset Management Manual are implemented in NRC Addis Ababa area office
Ensure proper recording and updating of asset register and ensure the appropriate coding and tags are placed on each item.
Responsible for coordinating with the procurement and finance unit in identifying all details of assets such as acquisition
price, Agresso, reference, PR, PO and GRN number etc. the asset register should be accurate and complete;
Responsible for checking in /out NRC owned equipment to authorized staff using the standard NRC procedures and forms outlined in the Asset Management Manual;
Schedules and conducts physical count of assets as needed
Provides a monthly physical count/check where all assets are located and their status confirmed; coordinate with the responsible officer for tracking assets in other offices to ensure the location and status of assets that have moved between offices and/between staff;
Advises colleagues on guidelines of NRC asset and equipment using guidelines.
Ensure all lost, damage, stolen (or other) items are properly recorded in with an approved Disposal of Assets form. Ensure any necessary, supplement documentation is completed;
ensure relevant materials and equipment are available for the smooth operation of the office and programme implementation
Warehouse Management
Liaise with the CO office warehouse personnel to manage the Addis Area materials
Follow the NRC warehouse Policy and Procedures Guidelines in Warehouse Management
Ensure proper implantation of the warehouse operations in accordance with warehouse management policies and procedures of NRC
Ensure proper documentation are kept in dealing with daily warehouse operations ie. GRNs, Stock Release Forms, Waybills
Received the goods as per the description on the purchase order/request. Inspects goods upon delivery and rejects inadequate, broken, lower quality and other items not meeting the requirements of the order,
Schedule and coordinate midyear and annual inventory for the area office and provide support to the CO
Other duties as assigned
Job Requirements
Qualifications and Competences:
BA Degree in Supply Chain management, Logistics or equivalent
Minimum of 4 years’ experience from working as a Logistics Officer in a humanitarian/recovery context
Documented results related to the position’s responsibilities
Good working ability of English language
Excellent communication and coordination capacity
Ability to work flexibly including weekends
Willingness to travel and work in rural locations and live in basic conditions.
