The Norwegian Refugee Council in Ethiopia is looking for an Information, Counselling & Legal Assistance (ICLA) Specialist to drive NRC's ICLA strategy and programme development across Ethiopia.
The ICLA Specialist is an advisory role which will develop strategy, provide quality assurance, contribute to fundraising, and provide technical support and capacity building to ICLA/programmes staff.
Job description Develop ICLA strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
Provide technical direction and project implementation support
Provide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market based programme
Represent NRC in relevant forums/clusters, including with national authorities and donors
Lead the HLP Working Group in Addis Ababa
Study ICLA-specific contextual aspects and issues in Ethiopia and produce strategic and programing analysis to initiate ICLA programme for NRC Ethiopia

Qualifications
Minimum first level university degree/bachelors degree in Law, or relevant studies. Masters degree is preferred.
Minimum 4 years of experience within technical expertise area
in a humanitarian/ recovery context
Experience from working in complex and volatile contexts
ICLA core competency expertise
Knowledge and skills in market analysis, cash-based interventions and market based programmes
Fluency in English, both written and verbal
Experience with project development, especially from an emergency and post-emergency phases
Experience in working with key donors such as: ECHO, DFID, NMFA, SIDA and UN agencies UNHCR, UNICEF etc;
Knowledge of the contexts in Somalia, Eritrea, and South Sudan
Experience in capacity building and community mobilization
Experience in advocacy work
Experience with coordination mechanisms (cluster and sectorial)

We offer
Duty Station: Addis Ababa, Ethiopia
Travel: 40%
Contract Duration: 12 months with possibility of extension

An approved health clearance will be required before commencement of the contract.
