Job Description
NRC in Ethiopia is looking for an Information, Counselling & Legal Assistance (ICLA) Project Manager to oversee the ICLA programme implementation in Bule Hora.
The position will be responsible for:
Line management and building capacity of ICLA project field staff including direct supervision of the ICLA Project Coordinator
Ensuring that activities are in line with budget lines and limitations.
Monitoring, evaluating and suggesting changes and improvements in the project and materials based on observations and discussions with the ICLA staff and the ICLA Specialist.
Conducting regular meetings with beneficiaries, community management committees, local authorities and partners on HLP and other related issues.
Contributing to the development of NRC's Country strategy, action plan and activities plan and priorities in the ICLA sector as directed by the ICLA Specialist and AM.
Supervise and train the ICLA project team focusing on efficient planning, coordination, implementation and monitoring and evaluation of the project activities
Plan and follow the project activities with
the team such as field assessments, information provision on Housing Land and Property (HLP), and counseling of individual IDPs on HLP.
Assist the ICLA Specialist and the AM in identification of new project areas of intervention.
Actively promote the rights of IDPs/returnees, be protection and advocacy oriented and ensure gender mainstreaming in ICLA programming.
Qualifications
Minimum first level university degree in law or relevant and related field
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical ICLA expertise, especially in the fields of information dissemination, Collaborative Dispute Resolution (CDR), HLP, and civil documentation
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Solid understanding and experience of refugee crisis contexts
Knowledge of the context in Ethiopia
Knowledge of the legal infrastructure in Ethiopia
Fluency in English, both written and verbal

Handling insecure environments
We offer
Duty Station: Bule Hora, Ethiopia
Travel: Frequent travel to nearby IDP locations, and some country and regional travel
Contract Duration: 12 months, with possible extension
