The Norwegian Refugee Council is looking for a Consortium Manager to join the South Sudan programme.

NRC has entered into a consortium of six agencies (National and International) to implement a three-year European Union funded EMPOWER Project. The EMPOWER projects include Technical and Vocation Education and Training (TVET) as well as a Civil Society Organisations (CSOs) Fund.

The EMPOWER project is being implemented in five of the former states of South Sudan. NRC is the lead agency and has the overall responsibility for the management of the Consortium through the Consortium Manager.

Job description

  • Line management of Consortium Management Unit (CMU), including EMPOWER CSOs Fund Project Coordinators.
  • Provide programme oversight and monitoring by overseeing all the parts of the programme, collate information, keep everything on track and redirect project strategy (if needed).
  • Ensure accountability, quality control and hold sub-partners to account.
  • Manage the implementation of the EMPOWER Civil Society Organisations Fund, with the associated members of the CMU team.
  • Coordination of the CMU involving calling and facilitate regular meetings, ensuring decisions are made, ensure the liaison between the Steering Committee and the Technical and Operations Working Group, ensure joint field missions to support and assess the delivery of the integrated aspects of the consortium.
  • Coordinate finances including budget monitoring; review of cash forecasts; management of cash requests; fund transfers to partners and the civil society funding mechanism.
  • Ensure management of project documents by support the establishment and management of a system for consolidation of budgets, reports and other project documents
  • Represent the consortium members during external meetings, with local authorities, National TVET Working Group, donor meetings and other fora.
  • Coordinate with partners and donor organisations to identify and secure funding for activities which will complement or sustain the EMPOWER project.
  • Organize and facilitate trainings or
    workshops for consortium staff.
  • Responsibility for managing market, labour and attitudinal baseline, mid-term and evaluation.

    Qualifications

  • Minimum First Level University Degree/BA (preferably M.Sc/MA) in relevant areas, preferably Economic and Social studies, International Development
  • Minimum 5 years of humanitarian experience across multiple contexts with at least 2 years’ experience of TVET programmes.
  • Experience of managing projects, which provide Civil Society Organisations with funding and capacity building.
  • At least 3 years’ project management experience of managing multi-million (EURO) projects;
  • Experience in consortium management or extensive involvement in a consortium, with a multi-year duration
  • Experience developing training tools, manuals, information management systems for humanitarian action and accountability to affected people.
  • Self-motivated and confident communicator, with experience in giving briefings and presentations.
  • Strong inter-personal skills, working well both in teams and independently
  • Able to work under pressure and good at timely decision making
  • Fluency in English, both written and verbal.
  • Preferred experience or knowledge of South Sudan context.

  • Duty Station: Juba, South Sudan
  • Travel: Frequent travel to project sites
  • Contract Duration: Start February 2019 up to 31 December 2020
