Our intervention in Ethiopia focuses on Climate Resilience, Reproductive Health, Water, Sanitation & Hygiene, as well as Humanitarian Emergency Response.
NCA/E operate in six regions: Tigray, Amhara, Oromia, Somali, Gambella, Southern Nations Nationalities and People’s State and at the Federal level.

NCA/E would like to invite interested and qualified applicants for temporary Procurement Officer Position.
Job Summary:The Procurement Officer is responsible to oversee purchasing activities and ensure that procured items are both cost-efficient and of high quality to comply with NCA Country Office and HO standards.
The Procurement Officer's responsibilities include but not limited to, maintaining positive supplier relations, evaluating supply options, perform purchase analysis and evaluations, put purchases recommendation and maintaining accurate records.
Under the guidance and direct supervision of the Finance and Administration Manager, the Procurement Officer is responsible for effective delivery of procurement services in order to obtain the best value for money.
He/she analyzes and interprets the policies, rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement management including promotion a collaborative, client-focused, quality and results-oriented approach in the Unit.
Responsibilities: Timely and duly prepared procurement plans for the office and projects and monitoring of their implementation.
Implementation of proper monitoring and control of procurement processes including organization of RFQ, RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with NCA and specific donor rules and regulation.
Following
and enforcing the organization procurement policies and procedures.
Management of procurement contracts.
Implementation of NCA internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
Reviewing, comparing, analyzing, and approving products and services to be purchased.
Managing inventories and maintaining accurate purchase and pricing records.
Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
Maintaining good supplier relations and negotiating contracts.
Researching and evaluating prospective suppliers.
Participate in preparing budgets, cost analyses, and reports.

Job Requirements
Minimum Required Qualifications:
BA degree in Procurement and Supply Chain Management, Business Administration, or related fields
Minimum of 5 years demonstrated progressive experience in executing generic procurement management activities in different organizational situations. INGO experience is preferable.
Personal qualities:
Excellent communication skills including proficiency in English, written and oral.
Good analytical ability and attention to detail.
Excellent negotiation skill to ensure that all purchases comply with company standards.
Strong personal integrity and commitment to accountability.
Able to comfortably and pleasantly deal with a variety of internal and external clients.
Keen to effectively acquire organizational knowledge and skills.
Ability and willingness to share knowledge and work in a strong team-oriented environment.
Detail oriented and proficient in using Microsoft Word, Excel, Power Point, outlook and basic IT skills.
Ability to work independently, self-motivated, ability to prioritize.
