Job Summary:The research officer (RO) initiates and /or supervises research projects or /and activities from the planning stage to completion. The RO has a technical role in determining research goals. They will work in a team and review, analyze and check to see if appropriate methods/ methodologies are employed, and interpretations made are to standard before, during and after the course of the research to ensure effectiveness and efficiency.
The RO is also responsible for coordinating, developing and implementing surveys, research, and baseline studies under different project to meet the mission and objectives of NEWA as a national agency for GE, WE and the fight against GBV/VAWG.
Also, exerts efforts to identify and document structural challenges, the implementation gaps of national policies, laws, and plans, as well as the genuine participation of women, young women, and girls in their areas of interest, asks and needs including in leadership, decision making, the prevention of conflict, peacebuilding and humanitarian responses for immediate and future actions based on the strategic objectives under the FYSP.
Duties and ResponsibilitiesServe as technical research focal person for the action research project supported by the European Union (EU) and implemented by NEWA and Oxfam Ethiopia,
Identify research needs and gaps that help to initiate advocacy, policy review or/ and formulations to fulfil the mission and objectives of NEWA,
Develop, coordinate, conduct, and implement surveys, research, and baseline studies under different project to meet the mission and objectives of NEWA. This work includes:
Conduct quantitative and qualitative research
Complete literature reviews or environmental scans
Collect, read, and summarize relevant academic and grey literature
Complete / format annotated bibliographies and references
Create questions for surveys, key informant interviews, or focus groups
Organize/Facilitate focus groups or interviews
Engage in data clean-up and analysis
Develop research protocols, plans, need-based research proposals and submit them to donors for funding,
Ensure the implementation of the research protocol, verify accuracy and its adherence and take timely corrective for challenges encountered, including deviations,
Review and comment on research initiatives and designs of the programme department,
Make sure the research protocol guides the research actions and employs appropriate methodology and methods for each research carried out by NEWA,
Work on the identification of research sample, sample size, data collection tools, decide data collection methods, data analysis and interpretations of all researches,
Communicate and keep the PM abreast on research/survey/baseline status
Identify updated research software and ensure making use of them,
Engage with the procurement committee in the selection of research services as appropriate,
Perform other related, ad-hoc duties as required, such as: attending staff meetings,
complete professional development training, attend mentoring sessions, connect
with stakeholders. This includes:
Disseminate the research and survey reports to stakeholders and partners in a timely manner,
Establish/ strengthen relationships with research institutions, academia at national and international levels,
Provide technical support in incorporating input and comments of stakeholders into research projects
Recommend policy and advocacy actions based on research findings and validation workshops,
Create systems to track research progress, organize information, and archive present work:
Document and record all research and studies for future reference of NEWA and partners in hard and soft/electronic copies,
Document relevant and recent research and surveys conducted by other institutions for NEWA use (CSA, DHS, others).
Develop a database
management system at NEWA level along with the communication section (IT),
Organize NEWA’s information centre for easy and friendly use of staff and other beneficiaries,
Develop a computerized system to track research/ study subjects, monitor data quality control to ensure adherence to the research protocol,
Build the research capacity of NEWA staff and member associations/ organizations,
Prepare a standard ToR for consultancy services, and
Perform related duties as required by the PM
Minimum Qualifications & Skills
Strong research skills with a background in quantitative or qualitative research
Familiarity with APA
Fluent in Microsoft Word, Excel and Powerpoint, and the Google Workspace
Some experience with either Adobe or Canva
Strong written communication and analytical skills
Reliable and able to work independently or in a team
With intercultural skills and values
Fluency in English, Amharic and other local languages are an asset)
Can complete deliverables on time
Working Conditions
Prolonged periods of sitting, computer use, document review
Minimal physical effort is required to successfully accomplish the essential job
functions
Must be able to work respectfully under pressure, and to multi-task
Accountability
Supervision: Work independently in with authority from Executive Director, and Programme Manager with strategy and policy guidelines.
Decision Making: Makes decisions with regard to work responsibilities of program/project operations, coordination and alignment and is accountable for them
Responsibilities over data or information: Has access and generating to information within NEWA program coordination and operations, for and is responsible for program data generation and management
Responsibilities over staff: All programme and project officer are responsible to the PC.
Accountability
Supervision: works independently in routine tasks under general direction of Executive Directress.
Decision Making: Makes relatively significant decisions with regards to work responsibilities and is accountable for them.
Responsibility over data or information: Has access to important and highly confidential information relating to the organization and needs to maintain security.
Responsibility over Assets: Computer, printer and office furniture and security
Responsibility over staff: Guidance &coordination of activities

Job Requirements
Required
Professional/qualifications
Completed post-secondary education (graduate studies an asset: Master's and PhD) in social science (gender studies an asset), statistics, management or related fields
Desirable
Master’s degree/ PHD in the field of social science (gender studies), statistics, management or related fields subjected with research experience
Relevant Experience
Research Proposal writing
Length of Experience
Minimum work experience of 4 years in research, gender and monitoring and evaluation
Desirable
At Least 1 Year
Key skills
Skills in qualitative and quantitative data analysis and management
Skills in using data analysis and management packages Good interpersonal and communication skills, Writing, critical thinking skills.
