Nebbi District Local Government and Nebbi Municipal Council Procurement Officer Jobs in Uganda

Job Purpose

To carry out routine procurement and disposal of Public assets activities and implements assignments in accordance with existing laws, regulations and procedures.

Key Duties and Responsibilities

To liaise with end users and prepare draft procurement plan for an Entity;

To guide the suppliers on procurement procedures;

To verify procurement and disposal requisitions;

To prepare draft bid documents and participate in evaluation of bids as and when assigned;

To compile documentations and maintain safe custody of procurement and disposal records;

Prepare draft approvals for Procurement and Disposal entities (PDEs) and Contracts Committees;

To enter sanctioned transactions on the systems for further processing and produce required reports; and

To maintain, review and consolidate audit reports for PDEs and raise issues for follow up on audit recommendations.

Person Specification

Recognised Academic Qualifications

An Honours Bachelors degree in Procurement or Supply Chain management or Bachelor of Commerce BCOM/ Bachelor of Business BBA with specialisation in Procurement and Supply Chain Management from a recognized awarding institution.

OR

An Honours Degree in Commerce or Business Administration

or Economics plus full professional qualification/membership of Procurement/Purchasing and Supply Chain Management (like CIPS, ISM, CILT) from a recognized awarding institution.

OR

Full professional qualification/membership of Procurement/Purchasing and Supply Chain Management (like CIPS, ISM, CILT) from a recognized awarding institution.

Technical Competencies Planning, Organizing and Coordinating Procurement, Disposal and Contract Management Preparation of Solicitation Documents Procurement Sourcing Information and Communications Technology

Behavioural Competencies Ethics and Integrity Concern for Quality and Standards
Accountability Networking and Interpersonal relations Effective Communication Innovative and Proactive Decision-making and Problem-solving Leadership
