The Position and Areas of Responsibility
NCA is looking for a suitably qualified and experienced (South Sudanese) candidate to fill the position of WASH Officer.
Under the supervision of the Area Field Coordinator:
The WASH Officer will work to ensure that communities and all relevant stakeholders in the project target areas are fully involved in the decision-making processes of WASH activities, and that all WASH interventions are led, owned and sustained by the communities.
She/he is responsible for directly overseeing community mobilisation, facilitating formation of community management structures, strengthening and/or training of existing community structures at the community level in all WASH sectorial interventions (water supply, Sanitation, and Hygiene promotion) under the technical guidance of the WASH Coordinator working closely with the Hygiene promoters.
She/he is to ensure that the formed community structures for WASH understand their roles within the community level and undertake intensive follow up, monitoring and reporting of these community structures in line with Community Hygiene Promotion Strategy.
She/he is responsible for monitoring, reporting, field supervision of activities, facilitating/conducting of community trainings.
She/he will ensure the good implementation of community engagement approach, foster integration of the hardware WASH interventions with hygiene promotion and work closely with local authorities and users to improve sustainability of the WASH interventions.
Place in the Structure
The WASH Officer shall report on a weekly and monthly basis to the WASH Coordinator and liaise with the Women in Peace Building Officer and the Gender Based Violence (GBV) Officer (Psychosocial Counsellor) to ensure an integrated and seamless programming in community WASH, GBV and Peacebuilding.
The position holder is required to work under the overall mandate of the Area Field Coordinator and coordinate with all other NCA field staff in a manner that promotes teamwork. **
Main Tasks
In coordination with community Water User groups and associations, as well as hand pump mechanics, the WASH Officer shall perform the following tasks:
Assist in the management of the WASH programme in close consultation with the WASH Coordinator.
Provide technical leadership, capacity building of other WASH programme staff of NCA and partners.
Conduct needs assessments, technical feasibility studies, assist the WASH Coordinator in preparing detailed engineering
designs, BoQs, and assess & identify needs for improvements of the on-going WASH projects.
Disseminate technical knowledge, and skills on WASH programme and related construction activities to NCA partners and relevant stakeholders
Be responsible for advocacy issues related to the WASH programme.
Organize and conduct trainings for Village Water User Committees, Water Pump Mechanics, and other capacity development trainings related to WASH.
Provide support to WASH emergency response efforts in South Sudan, as well as reconstruction projects and integrate elements of hygiene and sanitation into regular WASH and GVB programmes.
Contribute in building and strengthening relationships with implementing partners, Government Authorities, UN/INGO and local NGOs and other international bodies within the states and regions in which NCA operates.
Participate in establishing effective monitoring, evaluation, information and reporting systems and development of IEC materials and strategies,
Represent NCA at various relevant WASH meetings and forums at County, State, national and other levels where relevant.
Whenever necessary, support and advise NCA partners and other stakeholders on technical issues related to WASH programme implementation.
Collect relevant WASH data and use these to prepare regular WASH reports.
Participate in different WASH assessments at the field level.
Travel to different project sites to follow up and monitor implementation of WASH activities implemented by contractors and local partners.
Contribute in maintaining good working relationships with implementing partners and churches.
Qualifications, Experience and Skills
Minimum of a Bachelor’s Degree in Engineering (Civil/Environmental/Water) with at least 2 years of hands-on working experience, preferably in WASH
Good computer skills in MS Word, Excel and the use of the internet
Good knowledge of AutoCAD or any other drafting tools
Practical experience on engineering in emergency
Familiarity with the culture of the affected population
Ability to develop respect from a wide range of people
Fluency in the language of the affected population
Good assessment, analytical and planning skills
Good ability to lead a focused meeting
Good training/counterpart development skills
Ability to work well both alone and in a team under difficult circumstances**
