Appointment General Manager, Technical Services – NWHSA/2018/2019/02
The National Water Harvesting and Storage Authority is a State Corporation (NWHSA) established under Section 30 of the Water Act, 2016, with a Mandate to;-
Undertake on behalf of the national government, the development of national public water works for water resources storage and flood control;
Maintain and manage national public water works infrastructure for water resources storage;
Collect and provide information for the formulation by the Cabinet Secretary of the
national water resources storage and flood control strategies;
Develop a water harvesting policy and enforce water harvesting strategies;
Undertake on behalf of the national government strategic water emergency interventions during drought; and
Advise the Cabinet Secretary on any matter concerning national public water works for water storage and flood control.
The Authority is seeking to recruit a suitable self-driven, result oriented and highly qualified individual to fill the positon of the General Manager, Technical Services.
Requirements for Appointment
Be a citizen of Kenya;
Have at least a Bachelor’s Degree in Civil Engineering from a University recognized in Kenya;
A Master’s degree in Civil/Water Engineering from a University recognized in Kenya;
Registration with Engineers Registration Board of Kenya (ERB);
Be a member in good standing of the Institution of Engineers Kenya (IEK);
Minimum 10 years relevant progressive work experience in a development oriented establishment preferably in the Water Sector, at least five (5) of which must be in a Senior Management position;
Demonstrate knowledge and familiarity with Water Management, Water Sector reforms, management of Large Water Projects;
Knowledgeable in the functional areas under the Department which include:- Investments; Construction, Dam Safety, Dam Maintenance; Survey, Safeguards; Planning, and Monitoring & Evaluation;
Knowledge of GoK legislation, regulations and rules in relation to functions;
Good leadership and management skills with computer proficiency.
Roles and Responsibilities
Reporting to the CEO, for the following Responsibilities:
Setting goals and oversighting supervision of managers from different divisions;
Overseeing training, development and motivation of technical staff;
Planning and ensuring performance of the technical services department;
Evaluating and monitoring day to day activities of
technical services;
Coordinating development of operational policies and procedures in the technical services department;
Overseeing the implementation of investment strategies, budgets, and plans in provisions of technical services.
Ensuring compliance to set standards and procedures in technical services.
The appointment will be for a contractual period of three (3) years renewable once for a similar period of time subject to satisfactory performance and delivery of targets and outcomes set by the Board.
Applicants will be required to satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 by attaching copies of the following;
Certificate of Good Conduct from the Directorate of Criminal Investigations;
Clearance Certificate from the Higher Education Loans Board;
Tax Compliance Certificate from the Kenya Revenue Authority;
Clearance from the Ethics and Anti-Corruption Commission; and
Report from an Approved Credit Reference Bureau.
