National Police Service Commission Manager- Capital Management Jobs in Kenya


Managerial Responsibilities

  • Ensures implementation of the Human Capital management strategy that
    ensures the commission is transformed, has optimal staffing levels, and
    that the human capital is fully engaged and capable of the delivery of
    current and future goals
  • Implements the work plans derived from the human capital strategy, to
    ensure that the strategy is delivered, and that the operations of the
    department are in line with the overall commission strategy
  • Monitor and implement the human capital budget, to ensure efficient
    allocation of resources necessary for quality implementation of the human
    resource strategy, to ensure efficiency in the use of resources that supports
    the commission objectives on cost management
  • Participate in the development of human capital policies and procedures
  • Champion the performance of other divisions through the development of
    enhanced performance management systems and culture that is linked to
    reward and that is fully integrated with all other people, products, and
    processes, to ensure the overall achievement of National Police Service
    Commission strategic objectives
  • Coordinate human capital initiatives and engagement activities that
    develop employee career paths through organization development, to
    ensure a high employee retention rate and performance
  • Monitor key HR metrics to ensure effectiveness of the HR initiatives which
    contributes to the commissions overall performance

    Operational Responsibilities

  • Liaise with senior management team to develop staffing plan for efficient,
    professional recruitment process
  • Develop training needs assessment tools and conduct needs survey to
    inform the annual training plan
  • Assess Human Resource Management training needs and develop Human
    Resource Management plans which meet current and projected
    organizational needs
  • Conduct HRM training projections and prepare training programs for
    implementation
  • Interpret and implement disciplinary Manual and Procedure and ensure
    adherence by all staff
  • Foster professionalism and a culture that emphasizes equality, integrity,
    continuous improvement, high performance and team building
  • Work closely with all line managers to assess employee performance
    against agreed performance indicators and identify areas of growth and
    development
  • Liaise with relevant NPSCs on staff pension and medical schemes
  • Coordinate the timely statutory and non-statutory deductions and
    remittance
  • Provide employee development and counseling assistance to enhance
    employees’ performance and productivity

    Qualifications Knowledge and Skills:

  • Bachelor’s degree in social sciences from a recognized University in any
    of the following fields; HRM, Business Administration, or Public
    Administration
  • Higher Diploma in Human Resource Management/Development
  • A member of a relevant Human Resource Management professional body
  • Computer literacy
  • Knowledge of relevant legislations ( the constitution, labor related laws)
  • Knowledge of professional standards
  • Communication skills
  • Interpersonal skills
  • Organizational skills
  • Ability to work under pressure
  • Ability to lead and manage teams
  • Problem solving skills
  • Supervisory skills
  • Meet the requirements of Chapter Six of the Constitution of Kenya (xv)
    Ten(10) years of service , of which three (3) should be in a comparable
    position from a reputable organization

    National Police Service Commission Manager- Research Jobs in Kenya

    Managerial Responsibilities

  • Lead the formulation research and policy development at the Commission
    to ensure growth of the research function
  • Coordinate and supervise the work of the Research staff and enforce
    Commission’s systems and procedures for monitoring, evaluating and
    appraising performance
  • Establish the priorities for the annual operational plans for the unit,
    compile budgets, allocate the necessary resources for their
    implementation and monitor performance towards the realization
    of the
    Commission’s strategic goals
  • Continuously review the skills requirements and develop relevant
    training programmes for the research staff
  • Design studies/research, ensure their implementation and disseminate
    results internally and to external stakeholders
  • Undertake the planning of NPSC activities and implementation schedules
    for strategic plan in consolation with Directors
  • Liaise with Government authorities and key stakeholders on relevant
    policy issues and identify areas of co-operation and cordial working
    relations with the stakeholders
  • Co-ordinate the budgetary process in liaison with heads of departments
    and the Ministry of Finance
  • Co-ordinate needs analysis study on paid consultancy in collaboration
    with other departments
  • Co-ordinate preparation of a proposals for NPSC’s sustainable funding
    and make presentation to stakeholders to build consensus
  • Ensure availability of effective research tools
    (xii) Any other duties on research that may be assigned to you by your
    supervisor(s) and the Commission Secretary/Chief Executive Officer.

    Operational Responsibilities

  • Conduct research into legal issues in the sector and relevant to the
    Commission’s mandate. b) Conduct policy and research, consultations and
    policy development through working with government
  • Advise on the development and implementation of policy and legal agenda
    for the Commission.
  • Assist to draft and edit legal and policy media materials, including press
    releases, advisories, and background memos to ensure accuracy of
    information
  • Draft policies and regulations to ensure accurate standards and guidelines
    are put in place
  • Conduct consultation and validation meetings with stakeholders on
    policies and regulations drafted by the Commission
  • Ensure compliance with legal requirements for development and
    publication of regulations to maintain legal standards
  • Guide enforcement of regulations and policies developed by the
    Commission.
  • Provide legal and related advice and analysis on Commission’s corporate
    matters and complaints affecting the Commission
  • Lead in the satisfactory conduct of the secretariat during the vetting
    process in assigned areas and panels to ensure proper standards are being
    used
  • Conduct the analysis of disciplinary letters and complaints brought to the
    Commission by members of the public relating to officers to be vetted and
    ensure action upon matters
  • Conduct the decision writing process for the results of various officers in
    the vetting process to maintain fairness and openness in the process
  • Act as the liaison officer between the vetting review panel and the vetting
    secretariat on all matters incidental to the vetting review process to ensure
    legal implications do not arise
  • Assist in the development of interview questions in the vetting process to
    facilitate accurate information being asked
