National Police Service Commission Deputy Director Procurement & Supply Chain Management Jobs in Kenya
Duties and ResponsibilitiesStrategic/ Policy Responsibilities Oversee the development and interpretation of Supply Chain Management policies and manuals;
Advise the Commission Secretary, on matters pertaining to Supply Chain Management;
Issue guidelines on implementation and interpretation of the Public Procurement and Asset Disposal Act and its attendant regulations;
Introduce modern inventory management techniques and approaches;
Oversee the implementation of e-government Supply Chain Management strategies;
Interpret international trade agreements/policies related to Supply Chain Management;
Participate in negotiations in matters pertaining to Supply Chain Management;
Provide guidance on public private partnerships;
Advice on Supply Chain Management reviews filed against the Commission;
Review contract documents;
Maintaining of professional standards and practices in the Supply Chain Management department;
Align NPSC budget to government programs; and
Initiate policy review on procedures, rules and regulations.
Managerial Responsibilities
Provide guidance in the overall Supply Chain policy and management;
Liaise with the Head of Finance in translating budget to National Police Service Commission Supply Chain Management plan;
Provide overall guidance on contract design and management;
Provide guidance on disposal of Commission inventory and other assets;
Advise on quality assurance on goods, works and services;
Management, training and development of Supply Chain Management personnel;
Develop and review performance targets and agreements;
Oversee the preparation of work plans in line with set targets;
Sensitize Commission staff on Supply Chain Management guidelines;
Provide guidelines on safety and security in storage;
Ensure statutory reports are submitted to the Authority and National Treasury;
Ensuring timely disclosure of information on procurement opportunities and awarded contracts as well as publishing of tenders;
Ensuring cordial supplier relationships;
Oversee the annual and quarterly
Stock taking process as required to ensure optimum stock levels are maintained;
Lead key strategic procurement processes, risk analysis and mitigation, supply chain integrating, stock control, supplier evaluation and business
intelligence; and
Ensure preparation of procurement plans in the departments within the Commission.
Requirements for Appointment
Master’s Degree in any of the following fields: Purchasing and Supply Management, Logistics, Business Administration, Commerce, Entrepreneurship, Law or any other relevant qualification from a recognized
institution;
Bachelor’s Degree in any of the following fields: Purchasing and Supply Management, Logistics, Business Administration, Commerce, Entrepreneurship, Law or any other relevant qualification from a recognized institution;
Diploma in Purchasing and Supplies Management/Chartered Institute of Supplies Management;
Registered member of Kenya Institute of Supply Management;
A Management Course lasting not less than four (4) weeks from a recognized institution;
A Strategic Leadership Development Programme lasting not less than Six (6) weeks from a recognized Institution;
Twelve (12) years of service of which three (3) should be in a comparable position from a reputable organization; and
Meet the requirements of Chapter Six of the Constitution of Kenya
