National Information Platforms for Nutrition - Senior Policy Analyst Jobs in Kenya
BackgroundNational Information Platforms for Nutrition (NIPN) is an initiative of the European Commission supported by the United Kingdom Department for International Development and the Bill & Melinda Gates Foundation.
The Delegation of the European Union has funded a project to establish a Kenya National Information
Platform for Food and Nutrition (KNIPFN) as a part of this international effort.
The initiative aims to strengthen national capacity to make better use of existing information and data to inform policies, programmes and interventions in all sectors that could contribute to better nutrition for the Kenyan population.
The project is being implemented by the Kenya National Bureau of Statistics (KNBS) in partnership with the Kenya Institute for Public Policy Research and Analysis (KIPPRA), and in collaboration with all the sectors that have a role in improving nutrition in Kenya including the State Department of Planning.
KIPPRA will take the lead in policy analysis while the KNBS lead the statistical analysis of the existing multi sectoral data available.
The work of the KNIPFN will be supported throughout the project by a Global Support
Facility (GSF) managed by the Agrinatura Consortium, which is also funded by the donors to the NIPN initiative.
The KNIPFN initiative invites application from suitably qualified individuals with excellent
credentials to fill the following positions:
Key Responsibilities
To guide, facilitate and support the work of the members of the inter-sectoral Policy Advisory
Committee convened to identify and prioritise questions to be answered that could inform the process of developing sectoral policies and programmes to improve nutrition.
To undertake policy analysis and support the staff of ministries relevant to the work of KNIPFN to carry out policy analysis.
Developing content and publish in peer reviewed journals to disseminate research findings and contribute to the body of knowledge on nutrition policy at national, regional and international levels.
To support and work with staff in both government and non-government institutions involved in the analysis done by KNIPFN to ensure that the analysis responds to the needs of nutrition policies and programmes.
To promote and disseminate the work and findings of the analysis within government so that decision makers are aware of the potential impact of investments in programmes and interventions.
To ensure that the structures set up to implement the KNIPFN are functioning and efficient; that the platform responds to requests for information; and that the work of the project supports national governance mechanisms and multi-sectoral efforts for nutrition, in particular on issues around monitoring, evaluation and learning, and accountability.
Undertaking relevant objective policy research;
Conducting capacity building activities for government and other stakeholders;
Undertaking policy analysis and provide policy advice to government;
Participating in developing research proposals to raise targeted funds to enhance sustainability of the Institute;
Participating in enhancing the Institute’s networks and partnerships;
Disseminating research findings through seminars, roundtables, workshops and conferences;
Publishing of research work including referred journals and book chapters;
Developing policy-oriented outputs such as discussion papers, working papers, policy papers, policy briefs among others;
Contributing to the preparation of work plans to achieve the Institute’s mandate;
Participating in policy engagement forums such as task forces, working groups among others;
Collecting and updating data and ensuring the overall quality of this data;
Updating current economic developments to guide in identifying policy issues for the Institute focus;
Participating in the preparation of quarterly and annual reports;
Assuring quality of research outputs
Participating in enhancing the Institute’s
networks and partnerships in relation to KNIPFN goal.
Undertaking any other relevant assignment
Qualifications
For appointment to this grade, a candidate must have:
PhD. or master’s degree in public health policy, international or global health policy, or food security and nutrition policy, with a focus on developing countries
Bachelor’s Degree in Public Health Policy; international or global health policy, or food security and nutrition policy.
Have minimum working experience of Ten (10) years in a policy development environment in public service in Kenya, or as a facilitator in development of policies and programmes in food security or nutrition.
Demonstrated and proven working experience in a multi-stakeholder/multi-sectoral setting.
Proven ability to strengthen the capacity of national counterparts and partners to sustain their activities and ensure common understanding.
Computer Skills including relevant knowledge in statistical packages.
Proven experience in reviewing, analyzing and summarizing grey and published literature

Must meet the requirements of Chapter six (6) of the Kenya Constitution 2010

The ability to establish priorities, provide leadership in support of the project director, and get things done.
The ability to interact with and influence decision-makers in different sectors and institutions, as well as with technical experts in nutrition.
The capacity to act with credibility, tact and diplomacy on sensitive issues, as well as remain neutral.
Good communication and interpersonal skills.
Familiarity with developments in nutrition, such as the Scaling Up Nutrition movement, the Sustainable
Development Goals, the Decade for Nutrition, the World Health Assembly targets and other international commitments and frameworks.
