Job DescriptionIntroductionThe Constitution has provided the National Elections Board of Ethiopia (NEBE) the authority to conduct elections and regulate political parties. To carry out these duties competently, the NEBE believes the importance of undergoing institutional reform based on new laws adopted.
The principal reason for undergoing institutional reform is to enhance the credibility and capacity of the institution and conduct a free, impartial and credible election.
Based on Proclamation 1133/2011 adopted to re-establish NEBE, five full-time board management have been assigned by the house of people representative.
To that end, the NEBE with the support of the Open Society Foundation Eastern Africa wants to recruit a competent and qualified individual to carry out the substance implementation and coordination of activities under the Board management for the program officer position.
Main Duties: Plans regular board member’s activities, support in developing a road map and complementary strategies.
Support in the preparation of reports, background papers, studies and concept notes in the areas of communications, international relations, Law, election dispute resolution, political parties, legal drafting, conflict resolution and related areas.
Research, analysis and presentation of relevant information gathered from diverse sources.
Prepare talking points and presentations for meetings and conferences, when necessary.
Record minutes of NEBE Board member’s meeting and maintain other relevant documents.
Prepare project plans and budget reports of various activities of the NEBE.
Coordinates implementation of planned activities by regular and active communication with other departments.
Take a strong role in coordinating other departments under the leadership of the assigned Board member
Engage and maintain partnership with different departments of the NEBE and provide supportive service to the board members.
Follow up on the implementation of specific and detailed plans and quick-win activities initiated by the Board members; and prepare a report;
Perform any other duties assigned by NEBE Board members.

Job Requirements
Required Qualifications:
Respect the NEBE’s main principles
of performing in a free, impartial and fair manner;
Solid grasp of democratic institutions principles;
Readiness to perform in a participatory and inclusive manner;
Ability to write and speak the federal working language and English; knowledge of additional international and local language will be an asset;
Experience with the implementation of project and monitoring, analytical and drafting capacity - capacity to independently prepare project proposal and concept notes;
Knowledge of government institutions working procedure and willingness to create a conducive work environment and to work as a member of a team;
Strong information technology and computer skills;
Willingness to adhere to the NEBE Code of conduct;
High flexibility, ability to work under time pressure, to prioritize multiple tasks and responsibility to meet very tight deadlines
A University degree (Bachelor degree or higher) in academic areas such as public administration, law, conflict management, peace and security, program management, sociology, political science or any major related to the subject;
A minimum of 5 years of relevant work experience for Bachelor’s degree and 7 years for master’s degree;
Experience of working in government institutions, civil society organizations or international institutions;
Not be a member of any political party;
Good ethical and moral standing; and
Ready to serve the public and high commitment to contribute building of independent institution.
