Position Summary & Purpose

The Planning, Monitoring & Evaluation Function
entails: -

  • Development, implementation and review of
    the national strategy on Drought management;

  • Development of a national strategic framework
    that facilitates harmonized implementation and
    review of progress, financing and resource mobilization for the national drought Management;

  • Conduct research, stakeholder consultations
    and logistics for review of national strategy;

  • Convene Joint planning and prioritization by
    stakeholders through joint forums;

  • Coordinate annual joint review by all
    stakeholders of progress towards ending drought emergencies;

  • Prepare progress reports on national drought
    resilience and response by strategic area, on
    status of prevalence, on performance of key
    strategies/methods employed;

  • Develop financing strategy for national
    response;

  • Provide framework for coordinating financing of public sector role in national drought resilience and response;

  • Identify financing gaps and mobilizing
    resources from development partners for drought management;

  • Implement strategic direction and oversight
    provided by the Authority’s policies, guidelines
    and procedures;

  • Provide overall direction and management of
    resources by formulating work programs and budgets for Authority approval;

  • Initiate and participate in organizational
    performance reviews, and business process improvement programmes;

  • Plan, monitor and evaluate the performance of
    staff against set targets and objectives and
    implementing development action plans aimed at building the capacity of individuals and multidisciplinary teams;

  • Improve the technical and Assistant Directorial capacity of stakeholders in addressing issues related to drought management;

  • Improve the technical and Assistant Directorial capacity of stakeholders in addressing issues related to Promotion of drought management;
    and

  • Support participatory processes to assist
    communities in identifying key issues and solutions to drought management; plan, monitor and evaluate performance NDMA against set targets and towards achievements of its goals and Vision.

    Key Responsibilities

    Specific duties and responsibilities will include: -

  • Developing of Research agendas and tools; formulating of monitoring tools and indicators;

  • Monitoring and evaluating the Authority’s plans and carry out impact assessments for all drought management interventions spearheaded under the Authority;

  • Providing technical assistance to the Authority’s County
    Offices to develop comprehensive monitoring and evaluation guidelines and systems;

  • Carrying out training on National and County level to assist with the implementation of the Authority’s M&E systems;

  • Conducting audits and reporting on the status of drought management issues;

  • Initiating the formulation of a knowledge management strategy for the Authority;

  • Developing mechanisms to serve as the primary source of best practice and institutional learning on drought management and climate change adaptation in Kenya;

  • Developing and maintaining a knowledge bank on drought management and climate change adaptation; and

  • Researching new opportunities, either domestically or internationally, to assist the country’s performance in strengthening resilience to drought and climate change.

    Qualifications

    For appointment to this grade, a candidate must have:

  • Served in the grade of Senior policy, planning and research officer or in a comparable and relevant position for a minimum period of three (3) years;

  • Bachelor’s degree in any of the following disciplines: -Economics, Statistics, Commerce, Mathematics, Developmental Planning and Policy or any other relevant qualifications from a recognized institution;

  • Master’s degree in any of the following disciplines: -Economics, Statistics, Commerce, Mathematics or any other relevant qualifications from a recognized institution;

  • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;

  • Sound ICT Knowledge: word processing, spreadsheets, databases, presentations and statistical applications (SPSS and EPI info, etc.;) and

  • Shown merit and ability as reflected in work performance and results
