National Drought Management Authority Assistant Director, Human Resource & Administration Jobs in Kenya

Position Summary & Purpose

The human resource management function entails: -

The development of appropriate human
resource policies, rules and regulations;

Organizing and administering the human
resource management and administration services including appropriate human resource management policies, rules and regulations in the authority;

Facilitating recruitment, placement, training
and development of staff;

Carrying out training needs assessment;

Coordinating the implementation of
performance appraisal systems;

Facilitating human resource planning,
communication, discipline, employee relations,
remuneration and

Staff welfare;

Management of the payroll;

Provision of advice on staff deployment and
human resource matters;

Management of human resource and general
information management systems;

Coordinating the implementation of HIV/Aids,
gender and disability mainstreaming policies prepare budget for personnel emoluments and administrative services.

Key Responsibilities

Specific duties and responsibilities will include: -

Interpreting and implementing human resource management policies, laws, regulations, procedures and systems;

Analysing the utilization of human resources in the Authority and advising on proper deployment;

Undertaking training needs assessment;

Payroll management;

Updating terms and conditions of service and career progression guidelines;

Coordinating organization development and job reviews;

Analysing disciplinary cases for relevant disciplinary committees; conducting skills audit;

Making proposals on human resource planning and succession management;

Offering counselling services to staff;

Ensuring compliance with HR practices, policies, regulations and relevant government policies and guidelines on employee management and administration;

Coordinating the implementation of HIV/AIDS, gender and disability mainstreaming policies;

Analysing staff performance and career progression and making appropriate recommendations; supervising general office services; supervision of payments for transport and

delivery services; and

Taking part in procurement and supply of stores for human resources and administration purposes;

Recommending for boarding of unserviceable equipment’s within the department; and coordinating provision of transport, security, and other support services.

Qualifications

For appointment to this grade, a candidate must have:

Served for a minimum period of three (3) years as a Principal Human Resource Management Officer or six (6) years working experience in Human
Resource two (2) of which must have been at managerial level;

Master’s Degree in Human Resource Management from a recognized institution;

Bachelor’s degree in any of the following disciplines: - Human Resource Management, Personnel Management, Public Administration, Business Administration or its qualifications from a recognized institution;

Be a member of the Institute of Human Resource Management;

Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;

Proficiency in computer application; and

Demonstrated professional competence and administrative capability as reflected in work performance and results.
