Job Description

The National Democratic Institute for International Affairs (NDI) is seeking to hire an experienced Ethiopian national as a Monitoring and Evaluation Officer (M&E) Officer for its Ethiopia country office programs.

The M&E Officer will be based in Addis Ababa and report to the Senior Resident Country Director. S/he is responsible for reporting program activities and monitoring program impact.

S/he will use data management skills and analysis to document the achievement of target results and objectives and conduct syntheses of recorded accomplishments, helping NDI establish tangible and intangible contributions made by its programs.

The Officer will be supervised by the Institute’s Senior Resident Country Director in coordination with the Program Director for Political Parties & Research in Ethiopia and will be supported by Addis Ababa and Washington, D.C.-based staff.

This position is available immediately.

Required Skills

  • Develop performance monitoring plans and work plans in cooperation with the resident country director and other senior staff;
  • Conduct or assist baseline assessments based on the project’s objectives;
  • Develop tools for collecting information necessary to monitor and evaluate program activities such as surveys, interviews and focus groups; identify relevant secondary sources of information; train staff to use these tools/sources; and oversee the collection of M&E data;
  • Develop informed consent protocols for applicable data collection tools
  • Design a data security plan for storage, access, and sharing of data
  • Collect data on program results and impact and, based on this information, prepare and submit regular reports in accordance with internal and external reporting requirements; and
  • Assist program staff in identifying and highlighting achievements of state objectives and outcomes.
  • Participate in the development and execution of project learning agendas including determining question, facilitating RAD sessions, analyzing and presenting
    learning data
  • Support report-writing by providing timely data reporting, visualizations, and possibly analysis to programmatic staff
  • Coordinate with other CEPPS M&E staff to ensure accurate and timely data entry into the EPT M&E Indicator Database as part of the regular data management protocols
  • Train and assist local partners in data collection and reporting
  • Establish M&E protocols and procedures for the Ethiopia field office that comply with data quality and NDI standards

    Job Requirements

    Required Experience

  • Undergraduate degree in a field of study related to international development; graduate degree in political science, international relations, public policy, law, or related field preferred;
  • A minimum of six (6) years of experience working in the field of democracy and governance, with a minimum of four (4) years of professional experience in performance monitoring and evaluation;
  • Experience in results-oriented program design, strategic planning, and program evaluation;
  • Experience with designing and employing evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources;
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers;
  • Proven capacity to meet program goals while managing financial, administrative, and security responsibilities;
  • Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English; knowledge of Amharic and other major languages desired;
  • Exceptional analytical skills for interpreting complex program and political issues;
  • Experience in implementing large USAID-funded international development programs strongly preferred; and
  • Working knowledge of PC-based word processing and spreadsheet applications.
