Introduction


The National Communications Secretariat, created under section 84 of the Communications Act 1998, is the policy advisory body to the Government on matters relating to MT. The functions of the Secretariat include inter-alia, preparation of policy papers, sessional papers, country position papers and legislation on ICTs; as well as advising the Government on the adoption of appropriate information and communication technologies.

Job Description

The Communications Secretary/CEO is responsible to the Principal Secretary Ministry of ICT for the overall management of the Secretariat.

Responsibilities

Advice the Cabinet Secretary (and the Principal Secretary) on ICT-Policy related issues.
Preparation of various ICT related papers:

  • Country position papers, national policy papers, cabinet memos and briefs, concept papers, draft bills pertaining to the ICT sector, carry out ICT policy research and analysis and prepare research papers on thematic ICT issues, review policies and take them through stakeholder consultation, update sector policy statements, sessional papers and legislation pertaining to the ICT sector.
    Stakeholder workshops/seminars Organization and management of stakeholder workshops/ seminars on ICT;
  • Moderate draft policy papers and present the same to the Ministry of ICT.
    Overall head of the Secretariat
  • Undertaking administrative oversight of all affairs of the Secretariat eg. staff, finances, procurement, etc.
  • Provide strategic leadership to the technical and administrative teams, oversee the attainment of performance contracting targets cascaded to the Secretariat.
  • Represent the Secretariat at institutional heads meetings, nominate officers to sit on technical committees and to attend meetings, workshop% seminars, etc.
    Planning and budgeting for the Secretariat
  • Preparation of annual budgets for the Secretariat, ensuring that the budget is approved as projected,
  • Management of budgetary resources according to the Public Finance Management Act and other prudent financial management principles, review of the budgets,
  • Preparation, review and approval of work plans for the Secretariat.
    Management of an inter-disciplinary group of Experts
  • Validation of all advisories by the Experts e.g. advisory notes and briefs, holding meetings on the mandate of the Secretariat, approval of attendance of local and international meetings by the Experts and renewal of contracts for all staff of the Secretariat.
    Representing the Government In meetings
  • Attending ICT based policy meetings, seminars and workshops,
  • Attending meetings at international organisations e.g. ITU (International Telecommunication Union), UPU (Universal Postal Union),
  • Attending meetings of regional organisations e.g. PAPU (Pan-African Postal Union), ATU (African Telecommunications Union) and attending sub-regional integration meetings at the EAC level pertaining to ICT sector.

    Qualification

  • A Masters and Bachelor's degree in Telecommunication Engineering;
  • A Masters and Bachelor's degree in Economics or Law with a bias in ICTs;
  • Professional Qualifications / Membership to professional bodies in specified professional fields e.g. Engineering Economics, Law, etc.
  • At least 10 years relevant experience with three (3) at a directly subordinate role.
  • Knowledge of ICT sector locally, regionally and internationally.

    National Communications Legal Expert Jobs in Kenya

    Responsibilities

  • Takes charge of all affairs of the division.
  • Provides
    technical support and guidance to the Communications Secretary on Communication Legal matters.
  • Ensures that performance targets cascaded to the division are attained.
  • Represents the division in relevant internal and external meetings pertaining to their area of concern.
  • Planning and budgeting for the division; prepares annual budgets for the division, ensures that the budgets are approved and manages the budgetary resources according to prudent principles.
  • Prepares and executes approved work plans for the division.
  • Represents the Secretariat in relevant international meetings and conferences.
  • Supports other Experts to ensure that the Secretariat fully discharges its policy advisory mandate.
  • Initiating and advising on the formulation of laws, policies, guidelines and other National Government instruments and initiatives that meet the job purpose.

    Qualifications

  • Bachelors of Laws;
  • Masters of Laws with specialization in -Media, Information Technology, Intellectual Property, Competition Law, Regulation of utilities, commercial laws. Governance, constitutional law, international trade law, public/private international law;
  • Advocate of the High Court of Kenya;
  • Eight (8) cumulative years of experience in Communications, Intellectual Property Legal Drafting, Advocacy and Legal and Research Analysis as well as in Public Service, Governance, Regulatory Principles, and International Law.

    Responsibilities

  • Ensures that performance targets cascaded to the division are attained.
  • Represents the division in relevant internal and external meetings pertaining to their area of concern.
  • Planning and budgeting for the division; prepares annual budgets for the division, ensures that the budgets are approved and manages the budgetary resources according to prudent principles.
  • Prepares and executes approved work plans for the division.
  • Prepares various papers.
  • Advises and participates in developing Ministry of ICT Master Plans and Kenya Vision 2030 Medium Term Plans (MTPs).
  • Represents the Secretariat in relevant international meetings and conferences.
  • Supports other Experts to ensure that the Secretariat fully discharges its policy advisory mandate.

    Qualifications

  • A Masters and Bachelor's degree in Economics, with a bias in communications.
  • Knowledge in public policy formulation.
  • Knowledge of regulatory environment.
  • Overall knowledge of the communication sector and market dynamics
  • Eight (8) cumulative years of experience in Communications, public policy, communications/ICT sector and its related market dynamics and in leading a technical team.
