Nanyuki Water and Sewerage Company, invites applications from suitably qualified candidates
to fill the above position for implementation of Solio and Sirimon water projects which are
funded by the County Government of Laikipia and Water Sector Trust Fund.
The source of WSTF funding is from Governments of Kenya, Finland and Sweden.
The Resident Engineer (RE) will support in the implementation of the above mentioned projects in Laikipia County.
The R.E will travel to the field based on agreed tasks and milestones.
This is a short term performance based contract and renewable based on achievement of deliverables and
availability of funds.
Main Roles and Responsibilities of the Resident Engineer
The main role of the RE is to ensure that the two funded projects (Solio and Sirimon) achieve their objective of increasing access to quality water and sanitation to the target beneficiaries.
The specific objective of the assignment is to ensure the specified project & programme outputs are achieved within set timelines, budgets (as specified in the Funding Contract) and as per the value and quality specified.
The R.E will ensure efficiency, effectiveness, sustainability and relevance
in the delivery of the specific assigned projects.
The R.E will work closely with and report on the first instance to the County Resident Monitor and Nanyuki Water and Sewerage Company in accordance to an agreed framework, well defined to support technical issues related to all WSTF projects in the County.
The R.E will work closely with the Laikipia County Government and Nanyuki Water and Sewerage Company to ensure that the specific project milestones are achieved.
Scope of services for the Resident Engineer
The scope of the services will include but not necessarily be limited to the following:
Preliminary Project Planning
Verify the technical designs and the Bills of Quantities per project infrastructure.
Ensure the Implementing Partner prepares the bidding documents in line with the FIDIC
conditions of contract and the Public Procurement and Assets Disposal Act 2015.
Review and advice on development of ToR for EIAs, surveys and other required assessments.
Provide support to Implementing Partners when undertaking procurement
process, contracting and finance planning.
Support the development of technical documents for the procurement process e.g
designs, Bills of Quantities etc.
Provide support during the preparation of the Contractor’s Work Plans and WSP Work
Plans.
Support the implementing partners to ensure that all the Implementers-Contractor
contracts are drafted and signed as per the WSTF guidelines outlined in the Financing
Agreement.
Ensure that the materials procured for the projects are of the right
specification, quantity and are of good quality as per the bill of quantity.
Review and advice on project reports, designs and drawings, assessments and survey
reports.
Ensure that the Implementing Partner selects the most technically appropriate sites for the construction of the water and sanitation facilities while taking into account the local conditions (legal, technical, environmental and social concerns).
Ensure that the Implementing Partner arranges timely mobilization to site by
Contractors, appropriate setting out of works and marking of the network routes as per
the contracted designs.
Support the Implementing Part
Support the implementing partner in ensuring that the Contractor adheres to the Work Plan and the Defects Liability Period.
Participate in preparation of payment certificates as per measurement schedules/as per work done.
Prepare Monthly technical reports capturing the achievements of the reporting period,
the constraints/challenges faced and the reasons for the variance from the work plan.
The reports shall be submitted to CRM and copied to WSTF, Implementing
agent,
County Partner not later than the 5
th day of each month.
Ensure that any flagged projects are communicated to WSTF immediately,
Report all irregularities (corruption, theft, etc.) related to the projects to the WSTF.
Report poor quality of works, deviations from technical drawings and delays to the
CRM, Implementing agent, the County Government and the WSTF.
Capacity Building
Provide on-the-job training/mentorship of Implementing agents-technical staff responsible
for the:
Execution of works
Operation and maintenance of the project scheme.
Advice WSTF on actions/interventions (support measures a n d sanctions).
g. Project Operation
Assist the Implementing Partner with the detailed final inspection of the completed
technical works and preparation of project commissioning.
Prepare an accurate inventory list of all complete project infrastructures in
accordance with WSTF guidelines. Where necessary oversee preparation of as-built
drawings.
Help to ensure that the entire project scheme, as well as each individual facility,
functions according to expectations.
Support the Implementing partner in the preparation of the technical completion
certificate certifying all the completed works
Required Qualifications and Experience
The Resident Engineer should meet the following qualifications:
A minimum of university degree from a recognized university in Civil, Water or
Agricultural Engineering,
Minimum 8 years of relevant work experience as project engineer,
Experience with implementation and supervision of water supply projects of a similar nature and size,
Proven experience in having worked in donor supported programmes,
Proven experience in WASH project cycle management,
Experience in preparation of FIDIC contracts and familiarity of Public Procurement
Regulatory Authority,
Proven knowledge of project sustainability and operation requirements.
Other skills required
Computer Literacy-Proficiency in Microsoft Office (advanced level knowledge), Design
Software e.g. Civil 3D, AutoCAD, GIS and Android data collection applications
Experience with Monitoring and Evaluation processes and tools.
Strong planning and organizational skills.
Conflict resolution and negotiation skills.
Interpersonal, cross-cultural sensitivity and communication skills.
Good knowledge of County Government operations and functions
Experience in Integrated Water Resources Management and community development is
an asset.
Duration of the Assignment
The position shall be for 9 months renewable subject to performance and availability of funding.
Modality of Engagement and remuneration
The payments to the R.E will be done after every month, based on the total number of days
worked and supported by detailed time sheets with milestones achieved.
The payments shall be
made net of PAYE tax (levied on the fees only) and shall be paid directly to the R.E’s bank
account.
Remuneration is dependent on the scope of services to be offered per project and
allocated across all assigned projects as guided by the specific Project Workplan.
The time input of the R.E will be reviewed and verified on first instance by the CRM and
approved by the Team Leader.
The R.E will be remunerated at a professional fee of Kshs. 8,000 (net of taxes) per man day and the will also receive re-imbursements for transport, stationery and other related expenses
