Mission/ Core purpose of the Job:

To develop specifications for future features, test and implement the features in the preferred systems and processes, ensuring integrity, reliability and high availability for all systems and Tools implemented in the MTN South Africa Radio, Core, Transmission and IP planning Network and planning, integrating and optimimizing element management syatyems to meet business requirements.

The Network is MTN’s single largest area of capital expenditure, and in order to ensure the best return on investment in the long term the following factors become relevant:
Industry & corporate pressure to build network capacity more cheaply (declining ARPU, declining profit margins)

Competitive pressure to continually improve network quality with ever-increasing traffic load.
Rapid growth of data services and need to accommodate/adapt to these (EDGE, HSDPA, HSUPA, LTE, Wimax) – this impacts on OSS and Tools strategies and planning.

Pressure to decrease operational cost of systems and tools optimisation – this means optimisation and consolidation systems and tools in an ever-growing network with ever decreasing head count.

To develop staff to be fully competent of performing these duties

Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA's)

Planning & Delivery

Assist in developing OSS Strategy

Support of Radio, Core, Transmission and IP Planning tools for best practice usage

Ensure Timely upgrades of applications to support new features, commands and technologies and network software releases

Maintain data integrity in the application and network as far as possible.

Participate in scoping sessions

Expose desirable and undesirable network settings and changes to all relevant parties.

Recommend and develop specifications for future features & network topology management tools, tool features, participate in negotiations with vendor for implementation, oversee the development, testing and implementation of these by a software house

Diagnose and correct malfunctions in the system by interfacing with MTN staff in several departments and with the vendor of the system

Work with subject matter experts & developers in specifying new features and capabilities

Develop procedures and processes for efficient execution

Capture knowledge of MTN’s engineers in software rules and default parameter settings

Ensure correction of database problems and programming bugs

Recommend new configuration & parameter management tool features and advise: SM Manager OSS & on desired implementation
Promote adherence to work procedures and processes

Prepare detailed tools documentation for implementation and integration

Suggest best radio, core, transmission and IP Planning network tools for all technologies deployed in network

Provide guidance, assistance and high level support to Radio, Core, Transmission and IP Planning on systems and tools.

Participate in development of custom applications and tools to assist in the day to day activities outside of the 3rd party systems.

Ensure that the Network Engineers are adequately trained to operate such a system

System Administration

Monitor existing Network systems for effectiveness, resource utilization, stability and performance and ensure that service levels are maintained

Daily checks and actions for correction of faults and maintenance of system

Liaise with DBAs for database maintenance and optimization

Liaise with vendor of systems and tools for System Administration tasks

Automation of routine checks and reports

Data Mining

Data reporting and Analysis

Configuration management Custom Reports, Ad Hoc data requests, OSS vs

network consistency

Network Planning, Design, Implement and Performance(Software Systems & Tools)

Work Closely with Radio, Core, Transmission and IP planning teams

Be accountable for successful planning, designing, implementation, integration and maintenance of quality systems and tools.

Manage and support all Network Element management systems and tools to ensure high availability and best practice usage

Monitor and improve systems & tools environment and processes to better support planning and quality functions of the department

Assist with integration of systems for optimal efficiency

Perform and automate audits and consistency checks to ensure the systems consistently delivers on customer expectations regarding quality and capacity

Provide continuous improvement and feedback to the Radio, Core, Transmission and IP Planning systems and tools.

Support investigation on performance issues and identification of changes required

Continuous process improvement

Automation of routine tasks

Attend/present/contribute to workshops both local and regional. Provide and participate in workshops, training sessions to ensure the network engineers are adequately trained to operate systems.

Maintain data integrity within all applications, configuration database/s and supporting MTN South Africa’s engineers

Communication and Co-ordination

Assist in communicating & distributing the experience gained with regard to systems and tools techniques, configuration baselines etc.

Communicate plans and integrate feedback

Co-operate with and support all network group departments at all levels

Support interface with other areas of the MTN business outside of the network department (e.g. Marketing, MTN Group networks) as required for successful network configuration and implementation

Interface with vendors for various issues affecting system configuration domain.

Encourage professional tools management within MTN SA as well as the wider MTN Group operations

Minimum Requirements

Education:

Minimum of 3 year degree/diploma in IT, degree will be advantageous.

Fluent in English and language of country preferable

Experience:

At least 3 years’ experience in the IT/Telecoms industry and specifically the application of Information Technology within the telco space of which at least 2 years should be applicable experience at an internationally recognized operator. 3 years experience in GSM/UMTS or other telecommunications systems with a proven track record

Computer Systems experience with good understanding of Computer Software & Hardware
Oracle PL/SQL,

UNIX skills

1 years programming in the following: Oracle database development, Oracle PL/SQL, Application GUI development, Web development, HTML, XML, Object Oriented design and development

Project Management experience advantageous

Principles of Change Management

Training:

Project Management training, Programming skills, Analytical skills, Sales skills, Presentation skills, High awareness of cultural awareness, and principles of Change Management

Industry-specific training (GSM and UMTS, LTE advantageous)

OSS (Huawei, ZTE and Ericsson OSS preferred)

Exposure to GSM/UMTS Cell Planning Principles, GPRS and Packet Switched Data, Radio Optimisation

Oracle Database and PL/SQL skills
