Project Summary
The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement.
The project includes monitoring and evaluation (M&E) technical support to the Mission for performance management at all levels as well as support to assessments, analytical research, and related services required for new project designs, sector strategies, and broader strategic revisions.

Position Summary
Under the supervision of the Chief of Party (COP), and in close coordination with the Senior M&E Advisor and others, the Deputy Chief of Party (DCOP) is responsible for leading and managing the technical work related to performance monitoring, data quality analysis and conflict analysis.
The DCOP leads the coordination of all technical activities requested by USAID/South Sudan.
This includes overseeing the work of MESP third-party monitors, including Community Monitors and supporting data analysis and presentation of the data and findings to USAID, as well as leading the analytical unit to undertake data quality assessments and enhance the work of sector experts assigned to significant evaluation, assessment and special study work.
The DCOP may also serve as the team leader of select assessments conducted under task orders and as Acting COP during absence of the COP.
In this unprecedented time of COVID-19,
the DCOP must be comfortable working with and managing staff remotely and offer creative and innovative technical solutions that are responsive to USAID priorities and programmatic challenges, including pivoting to remote third party monitoring.
This is a key personnel position and candidates are subject to USAID approval.
The expected start-date for this position is October 2020.
Responsibilities
Organize and supervise day-to-day programmatic activities, including third party monitoring, evaluations and assessments, data quality assessments, and other activities as requested by USAID
Manage the technical staff on the program, including M&E specialists, third-party monitors and the information management advisor
Oversee analysis from third party monitoring, evaluations and assessments, data quality assessments, and other activities requested by USAID in order to capture the interaction between USAID programming and the context of the conflict
Ensure quality control in the production of written deliverables from the integrity of the data collection to its analysis and technical drafting
Support the COP to effectively manage in-country partner relations with governmental and implementing partners' representatives
Conduct troubleshooting with South Sudan partners on programming issues to help resolve issues in a timely manner
Represent the project in a favorable light to the project's partners, the broader development community in South Sudan, and USAID/South Sudan
Represent the project at events or functions, as designated by the COP
Participate, lead, or oversee evaluation/assessments/special study teams
Work closely with the Director of Finance and Administration to coordinate the operational support for monitoring, evaluation, assessment, and other activities
Qualifications
A master's degree in the field of evaluation, international development, or a related technical field required
Minimum of five years of international experience in the design and management of evaluations (impact and performance)
Minimum of seven years of demonstrated experience developing performance plans, monitoring project implementation, and verifying data from large development projects for complex multi-million-dollar projects
Minimum of five years of experience recruiting and successfully managing teams with a focus on high quality of their products
Advanced expertise in the use of statistical software and practical experience in databases, data visualization and reporting
Significant experience in conflict/post-conflict environments
Excellent English writing, speaking, and presentation abilities
