MSH Chief of Party - Supply Chain Jobs in Uganda


Management Sciences for Health (MSH) is seeking a Chief of Party for a potential 5-year Strengthening Supply Chain Systems through Technical Assistance (SSCS) program in Uganda The purpose of the program is to help the Government of Uganda (GoU) move health supply chain systems further along the Journey to Self-Reliance through improved performance and efficiency of its health system in order to ensure uninterrupted availability of quality medicines at public and private-not-for-profit (PNFP) health facilities and, thus, improve the health status of the Ugandan people.

The Chief of Party leads and manages the project and is responsible for coordination of project activities and staff. S/he will have primary responsibility for liaising with USAID and other stakeholders in Uganda including the Ministry of Health and development partners. S/he will oversee program implementation, provide strategic direction and vision, develop technical approaches, and manage the project team and any consortium members. S/he will possess in depth, applied experience in SSCS programming. S/he will ensure the project complies with award terms and conditions, USAID policies and regulations, and systems are in place to mitigate risk of fraud, waste and abuse. S/he will have principal responsibility for cultivating open, productive, collaborative relationships with a wide variety of stakeholders and implementing partners.

The COP will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. S/he should be able to offer solutions in a complex development environment.

Responsibilities

Project Results:

  • Oversees implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project.
  • Serves as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.
  • Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

    Technical Strategy and Vision:

  • Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards, and RMS guidelines.
  • Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and
    media.

    Project and People Management:

  • Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).
  • Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
  • Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

    Client and other Stakeholder Relationships:

  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
  • Identify and keep track of new business opportunities, communicating them to the relevant internal MSH stakeholders.

    Requirements

  • Master’s Degree in supply chain management, business management, public health or a related field.
  • Minimum of 10 years of experience in supply chain management, business management, public health or a related field. Preference will be given to those with considerable working experience in management positions and experience leading large and complex supply chain management and related technical assistance projects in Africa, including in Uganda.
  • Fifteen (15) years’ of related experience in the areas listed above is preferred.
  • Must be a local national with relevant experience working in multiple countries, preferably in Africa.
  • Demonstrated knowledge of the latest developments in advancing good/best practices in supply chain management is preferred.
  • Proven record of leadership in design and management of Supply Chain and technical assistance programs, and experience leading projects across a range of intervention types and/or health areas.
  • Demonstrated experience providing leadership, management and strategic direction towards the achievement of project goals, objectives and targets including experience overseeing program implementation providing technical vision and approach.
