About MSF

  • MSF is an international non-governmental organization providing medical services and support in many countries throughout the world.

  • Doctors without Borders has initiated three projects in the country, and in 2018 MSF opened a 4th project in Tshwane – Pretoria, specifically targets migrants (documented or undocumented) to provide access to Primary health care with great emphasis on mental health services.

  • Additionally, the project offers non-medical services such as legal and social service referral.

    Main objectives

  • The project coordinator, the Project Medical Responsible and the Leverage position makes up the core of the strategic leadership of the medical humanitarian intervention.

  • This group will be ultimately responsible for developing and adapting an appropriate strategy to achieve the agreed objectives.

  • This group, together with the project team, will be responsible for the agile deployment of the human, material and financial resources available to the project in fulfillment of the project strategies.

  • This group is responsible for ensuring an organizational culture that enables team members to thrive in autonomous conditions and utilities the principles of subsidiarity, consultation, decision-making by consent, and ensuring OCB values are alive within the project culture.

  • The project timeline has an end date of 2022; the project coordinator will be responsible for the smooth handover / transition of the various components of the project to the Department of Health and/or other partners in collaboration with the Project Medical Responsible.

    Purpose of the post

  • Participates in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed to ensure the quality of care provided by MSF.

    The incumbent to the position is expected to:

  • Assess, tailor-make and constantly review the project interventions to addresses the migrants and most vulnerable people needs in the City of Tshwane and Metropolitan Municipality

  • Seamlessly integrate MSF response to migrants health needs into the mainstream of Tshwane medical and mental response in collaboration with the partner

  • To constantly analyze and disseminate to the project staff migrants health policies and guidelines updates

  • Ensure proper management of the joint project teams and timeous reporting on project indicators

  • Represent the project in different health forum meetings together with the project coordinator

  • Plan and manage staff health for the project staff

  • Strategically guide the development of the project ARO and log frame

    Responsibilities

  • In collaboration with the Project Coordinator and the rest of team, the Regional Medical Coordinator and DoH partners, defines implements and monitors medical activities, according to MSF project plans, standards and protocols. Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors. Ensures regular contact with DoH and other local medical actors

  • Is responsible for the medical data collection, analysis
    and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program

  • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring high standard quality of care in compliance with the country and MSF protocols of MSF medical activities.

  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as DoH protocols.

  • Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.

  • Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol Changes. In conjunction with the pilot managers, monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.

  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.

  • Participates in the budget planning of the project with special focus on staff health and the pilots under his/her responsibility

  • Coordinating, assessing and supervising the proper functioning of the medical activities under his/her responsibility, according to MSF protocols, standards and procedures and through the correct and sounded compilation and analysis of medical data regarding patients’ health conditions

    Requirements

    Education

  • Strongly preferable medical degree, paramedical degree will be considered

  • Degree in global, public health and epidemiology is an asset

    Experience

  • Essential working experience of at least 36 months in relevant similar jobs in other NGO’s, or previous field experience of at least 18 months with MSF in different context within similar positions (medical managerial positions or coordination positions)

  • Migrant Clinical Health experience a plus

  • Essential working experience in developing countries

  • Experience in the region will be considered a plus

  • Expected starting date: October 2020
    24 months fixed-term field contract, based in Tshwane District, Pretoria

  • Salary according to MSF-OCB Field salary scale; South Africa mission remuneration policy from January 2021
