About this PositionThe primary objective of this position is to provide direct hands-on M&E support and capacity building (training and mentorship) to field teams in HIV/TB/HepatitisB/C projects.
Achievement of this objective will facilitate the collection of complete, and accurate dataand the utilisation of this data to inform operations.
To meet this objective, the flying M&E advisor will be required to spend the majority of time, at least two thirds, in the field (i.e. at project level).
The secondary objectives of this position include providing support to the M&E advisor in:
Maintaining an up-to-date overview of data systems, with a focus on monitoring and evaluation but also including operational research, in SAMU-supported projects (including data collection/patient forms/registers; databases; indicators; report templates; SOPS, and date dictionaries).
This will enable the SAMU OR/M&E unit to share and harmonize experiences between projects and missions.
Development, implementation and revision of a monitoring and evaluation framework to support decision making and implementation/adaptation of appropriate data collection tools and reporting templates.
This framework should dovetails with the OCB operational research framework to guide projects from question through the most appropriate type of evidence generation and documentation.
To achieve these primary and secondary objectives, the Flying Monitoring and Evaluation Advisor has the following key tasks and responsibilities:
Contribute to the design, development and implementation of paper-based and electronic data collection tools which align with standard reporting requirements and with patient and data flow at project level
Contribute to the development of a M&E resources manuals / materials for 1) Data teams and 2) Other relevant stakeholders including clinicians
Assist project teams
in the adaptation and implementation of routine M&E tools (for data collection and reporting) and the corresponding standard operating procedures.
During each field visit, review M&E and operational research tools in use and cross-check against existing SAMU listing/ OR inventory.
In collaboration with relevant stakeholders, develop analysis plans / concept notes and conduct quantitative analyses (including data collection, management and cleaning) of routine data for the purposes of programme monitoring/ advocacy and/or operational research, in line with field requests and operational needs.
Profile of Successful Candidate
Essential
University degree in public health, epidemiology (MPH, MSc, or equivalent) or other related field (e.g., demographics, biostatistics, health information systems).
A minimum of five years of field experience in data management and/or M&E within the field of HIV/TB
Expertise in developing and using relevant software and databases (e.g., Excel, Access, Epi info, Stata, RedCap, Kobo, DHIS2) and/or other specific MSF HIV/TB monitoring platforms (Tier.net, Bahmni), including knowledge of SQL and macros /VBA development in excel.
Expertise in data management and cleaning, as well as data interpretation and quantitative analysis
Minimum of one year field experience in similar capacity with MSF
Able to work independently and accept responsibility
Able to work as part of a team
Willingness to travel frequently (up to 8 months per year)
Fluency in French and English essential
Preferred
A medical background is an asset
At least a working knowledge Portuguese an advantage
